Crisis Counseling Assistance and Training Program Grants is sponsored by Federal Emergency Management Agency (FEMA), SAMHSA Disaster Technical Assistance Center, Substance Abuse and Mental Health Services Administration (SAMHSA). Provides grants and technical assistance to help individuals and communities recover from natural and human-caused disasters through community outreach and access to mental and/or behavioral health services.

hhs. gov to learn if there is a CCP program in your area due to a declared disaster. The Crisis Counseling Assistance and Training Program (CCP) is a short-term disaster relief grant program available to states, U.S. territories, and federally recognized tribes.

CCP funding provides states, territories, and tribes additional assistance to address the behavioral health needs of disaster survivors through community-based outreach, crisis counseling, public education, resource and referral linkages, and other supportive behavioral health services to survivors of natural and human-caused disasters.

CCP grants can be awarded after a Presidentially declared emergency with CCP designated or after the President has issued a major disaster declaration with Individual Assistance designated. The CCP provides supplemental funding through two grant programs: the Immediate Services Program and the Regular Services Program.

The Federal Emergency Management Agency (FEMA) funds and implements the CCP as a supplemental assistance program to support mental health assistance and training activities. CMHS, within the Disaster Behavioral Health Branch of SAMHSA, through an interagency agreement, works with FEMA to provide technical assistance, consultation, and training for state and local mental health personnel.
