Call for Proposals - Cross-border Media Literacy | Shaping Europe’s digital future Call for Proposals - Cross-border Media Literacy Publication 21 October 2025 Commission launches Creative Europe Call (EUR 3M) for innovative cross-border media literacy projects, aiming to boost societal resilience against disinformation and information manipulation.
In view of the rapidly evolving digital media landscape and the importance of equipping citizens with up-to-date skills and awareness, the Commission is launching a call for proposals to support innovative solutions to enhance media literacy skills. The projects shall foster effective cross-border cooperation and enhance societal resilience against disinformation and information manipulation among Europeans.
Media literacy skills allow people to think critically about the information they see and share. It empowers everyone to make informed choices. Media literacy also supports active citizenship and inclusion.
Strengthening these skills builds resilience against information manipulation and other threats to democracy. Innovative projects can use new ideas, tools, or methods—online or offline—to make this learning more engaging and effective. The present call for proposals has been launched under the cross-sectoral strand of the Creative Europe Programme .
The available budget is EUR 3 000 000. Each project can apply for up to EUR 500 000 for a maximum period of two years. The maximum co-financing rate is 70% of the total eligible costs.
This means that applicants need to co-finance their projects. The conditions outlined below are based on the call. In case of discrepancy, the text in the call prevails.
What is the overall objective of this call? The objective of the call is to encourage innovative cross-border media literacy projects and practices across Europe among various population segments, addressing the challenges of a continuously changing digital media landscape. What are the expected deliverables?
The Call for Proposals will result in: creating or scaling up cross-border collaborations to deliver projects that implement best practices across national, cultural and linguistic borders; developing and deploying media literacy tools and initiatives, taking into account the needs of specific target groups, including but not limited to groups with limited media literacy skills or access; assisting media literacy professionals in adapting their practices to rapidly evolving media formats and changing media consumption patterns.
For detailed information on eligible activities, please refer to the call for proposals . What type of applicants are eligible to apply? The call is open to consortia composed of at least three entities from a minimum of three different countries participating in the Creative Europe programme cross-sectoral strand.
These consortia may include profit and/or non-profit organisations, whether private or public, such as public authorities (national, regional, local), international organisations, universities and educational institutions, media organisations, research and technology institutions, technology providers, etc. Unlike in previous annual calls issued under Creative Europe, this year’s media literacy call does not allow for applicants to participate in more than one proposal.

In accordance with the call document, if multiple proposals are submitted where the same applicant (beneficiary or affiliated entity) is involved, regardless of their role, all such proposals will be rejected and will not proceed to evaluation.
