Division Director, Department of Technology, Management, and Budget, State of Michigan Wayne Aldrich serves as director of Risk Compliance and Delivery within the Michigan Department of Technology, Management & Budget’s Cybersecurity and Infrastructure Protection division. He brings extensive experience in cybersecurity, risk management, compliance, technology, and public service leadership.

Throughout his career, Wayne has focused on making complex technical and risk issues understandable and actionable for leaders, communicating what matters most to support practical business decision, building trusted partnerships, and developing teams that deliver meaningful results.

He is passionate about simplifying processes, removing unnecessary friction, and helping leaders make informed decisions that support secure and effective government services. Account Technical Leader, IBM Chris Bevilacqua is an Account Technical Leader at IBM with more than 20 years of experience in the technology industry. He works with Michigan government and education organizations to develop creative technology solutions to complex challenges, with a strong focus on measurable client outcomes.

Chris is passionate about collaborative problem-solving and is proud to work alongside a talented team of IBM professionals serving Michigan communities. Michigan State Police, Information Technology Division Capt. Bolger holds a Juris Doctor from the Thomas M.

Cooley Law School and is a member of the State Bar of Michigan. He began his career as a police officer for the City of Mackinac Island and the City of Jonesville before enlisting in the Michigan State Police (MSP) in 1995.

He has worked as a trooper at the Paw Paw Post; a sergeant in the Executive Resource Section where he was the Governmental Affairs Officer (lobbyist) for the department; a first lieutenant in the Director’s Office serving as in-house legal counsel and later he was the post commander for the Flint Post; as inspector, he served as the Assistant Division Commander for the Special Operations Division and Intelligence Operations Division, and he served as the Equal Employment Opportunity Officer and labor relations manager for all enlisted personnel in the MSP.

He has been the commander of the Information Technology Division since 2019. Deputy City Manager, City of Troy Robert Bruner’s local government management career began in 2001 when he became the Assistant to the City Manager of Oak Park. He subsequently served as Assistant City Manager of Ypsilanti, City Manager of Ferndale, and City Manager of Birmingham.

In 2014 Bruner became the first full-time Chief Executive Officer of the Michigan Municipal Services Authority, a “virtual” city created to help local governments collaborate and share solutions. He became Assistant City Manager (now Deputy City Manager) of Troy in 2019 where he manages functions including communications, finance, and information technology.

Bruner became an ICMA Credentialed Manager in 2011 and a Certified Government Chief Information Officer in 2026. IT General Manager, Health and Human Services, Department of Technology, Management, and Budget (DTMB), State of Michigan Nathan Buckwalter is a pioneering leader and trained industrial engineer who has committed his talents to State Government for the last 25 years.

With a deep commitment to people-centered design, Nathan brings an engineer’s mindset to government, focusing on easy-to-use and sustainable solutions, lean processes, and systems that work for everyone. Known for his experimental approach, he continually explores new ways to modernize and improve Stare services and thereby outcomes for Michigan residents.

Business Relationship Manager, Department of Technology, Management, and Budget, State of Michigan Tom Cantrell is a Business Relationship Manager with the State of Michigan’s Department of Technology, Management and Budget (DTMB), where he leads IT strategy and support for the Department of Insurance and Financial Services (DIFS).

With over 27 years of public-sector experience, Tom has guided teams across DTMB, at the Client Service Center, Michigan Business One Stop, Agency Services LARA, and the Secretary of State, serving in roles spanning help desk leadership, quality assurance, business analysis, testing, development, and IT service management. Outside of work, Tom enjoys writing, audio theater, and exploring presidential history.

Senior Management Executive, Department of Technology, Management, and Budget (DTMB), State of Michigan Toney Casey is the End User Support Director for the State Of Michigan’s Department of Technology, Management and Budget (“DTMB”) Toney leads enterprise technology support services that keep more than 50,000 state employees connected and productive.

A U.S. Army veteran and former paratrooper, Toney began his state career in 2002 as a Radio technician with Michigan’s Public Safety Communications System (MPSCS). He has held several Leadership roles across DTMB, including Support Service Manager MPSCS, State Administrative Manager for Field Services and Director of the Client Service Center (CSC).

Most recently, he served as the Director of the Michigan Security Operations Center, leading statewide efforts to defend against and respond to Cybersecurity threats. Toney holds a Bachelor of Arts Degree in General Management with honors, from Michigan State University, with a specialty in Information Technology Management.

Business Relationship Manager, Department of Technology, Management, and Budget (DTMB), State of Michigan Jim Coggin is a results-driven IT Director and Business Relationship Management Professional (BRMP) with extensive experience creating technology strategy, managing multi-million-dollar contract portfolios, and leading enterprise operations across government, manufacturing, and consumer goods sectors.

Jim has a proven track record of guiding organizations through high-growth phases, complex digital transformations, and operational restructuring while driving cross-functional synergy and fiscal accountability. Natalie Erickson is the IT Infrastructure Manager for Wayne County’s Department of Indigent Defense. She leads technology projects focused on modernizing systems, improving workflows, and supporting the department’s attorneys, courts, and staff.

Her work spans the full software development lifecycle, from requirements and process mapping through testing, implementation, and training. Natalie works closely with developers and internal IDSD teams to design and build fully custom applications tailored to the unique needs of indigent defense. She is currently leading work on the department’s third custom-built application.

Engagement and Performance Director, Office of Continuous Improvement, Department of Technology, Management & Budget (“DTMB”), State of Michigan Andrew Halfman is the Engagement and Performance Director for the Office of Continuous Improvement (OCI) within the State of Michigan’s Department of Technology, Management and Budget (DTMB).

His team owns the state’s Lean Process Improvement (LPI) Methodology and assists state agencies by serving as continuous improvement consultants and facilitators to help teams organize and improve their processes before investing in potential IT solutions. The team also provides statewide training on LPI concepts.

Andrew began his career at the State in 2016 as a Continuous Improvement Consultant and has made it his priority to engage customers to ensure their expectations are being met, while also challenging them to consider new ways of improving their work.

Chief Technology Officer and Deputy Chief Information Officer, Department of Innovation and Technology (DoIT), City of Detroit Mike Homant is an innovative technology leader with more than 30 years of success. Currently he is CTO & Deputy CIO for the City of Detroit, previously he has held leadership roles at: Wright & Filippis, Asset Acceptance Capital, Comprehensive Receivables Group - BC/BS WI, and William Beaumont Hospital.

He specializes in implementing technology modernization and building customer service focused teams. Outside work he is a husband, father, and passionate photographer.

State Division Administrator, Office of the Chief Technology Officer, Department of Technology, Management, and Budget (DTMB), State of Michigan Marshall Howard is the Director of the Cloud and Infrastructure Delivery (CID) division for the State of Michigan Department of Technology, Management and Budget (DTMB), where his team supports DTMB by designing, deploying, and managing cloud infrastructure for agency applications that provide value to Michigan residents across Amazon Web Services (AWS), Google Cloud Platform (GCP), and Microsoft Azure cloud environments.

State Administrative Manager, Department of Technology, Management, and Budget (DTMB), State of Michigan Stephanie Jeppesen serves as the State Administrative Manager for Business Services within the Cybersecurity and Infrastructure Protection division at the Michigan Department of Technology, Management & Budget (DTMB).

She leads strategic business operations, administrative oversight, and process optimization efforts that support statewide cybersecurity and infrastructure protection initiatives. Stephanie is committed to strengthening organizational efficiency and fostering cross‑department collaboration to advance Michigan’s security mission.

Director eMichigan Content Management Services Division, center for Shared Solutions, Department of Technology, Management, and Budget (DTMB), State of Michigan Dana Justice serves as the director of the Content Management Services Division within eMichigan, the state office responsible for shaping the vision, development, and design of Michigan’s digital presence.

Dana leads the Digital Standards Application Testing team which reviews all State of Michigan applications for compliance with the SOM Digital Standards for Websites and Applications, including the technical standard for digital accessibility. Dana collaborates across agencies to promote consistent, high‑quality experiences for all customers of the State.

Dana began her career with the State of Michigan in 2013 as a student intern at the DTMB Client Service Center IT Help Desk. A CISSP with nearly 25 years of enterprise security experience, has led statewide application risk assessment programs spanning hundreds of applications and dozens of agencies. David's recent work centers on the intersection of cybersecurity and applied AI, building automation tools that integrate large language models into governance and vendor-risk workflows — from AI-assisted vendor profiling to compliance data processing.

He brings a practitioner's perspective on how public-sector security and risk teams can responsibly adopt AI to scale their impact. ” Eastern Regional Executive for State Government Strategy, T-Mobile for Government Mr. Charles (Charlie) O’Shea is the Eastern Regional Executive for State Government Strategy at T-Mobile.

Before joining T-Mobile, Mr. O’Shea had a long and distinguished career in public service, beginning as a New York State Assemblyman. While in the Assembly, Mr. O’Shea served on several powerful committees, none more important than the Committee on Ways and Means, which gave him deep insight into the financial operations of all state departments.

After twelve years in the Assembly, Mr. O’Shea ran for and was elected as the Chairman of the Nassau County Board of Assessors and Nassau County Real Property Tax Director. In this capacity, Mr. O’Shea pushed for and secured a hard-fought modernization of the county’s tax assessment and collection system.

After leaving elected office, Mr. O’Shea continued his public service career as the Director of Government Affairs & External Relations for the New York State Department of Transportation. His long and dedicated career in public service has earned Mr. O’Shea respect and accolades across the political spectrum in New York City and State Government Circles.

After leaving government service, Mr. O’Shea joined the highly respected law and policy firm of Meyer, Suozzi, English & Klein as a government relations attorney. Mr. O’Shea was motivated to join the T-Mobile brand because of his longstanding efforts to improve and modernize government.

Mr. O’Shea, a graduate of Duke University and the Fordham University School of Law, resides on Long Island, New York, with his wife, Carole.

Data Center Services Director, Department of Technology, Management, and Budget (DTMB), State of Michigan Meghan Penny serves as the Director of Data Center Services for the State of Michigan, Department of Technology Management and Budget where she leads critical technology operations with a focus on innovation, continuous improvement, and people-centered leadership.

With experience in both the private and public sectors, Meghan has developed and led successful teams and partnerships across a wide range of environments – always with a focus on collaboration, trust and results. Director, Office of Enterprise Architecture, Department of Technology, Management, and Budget (DTMB), State of Michigan Anthony Rodgers is Director of the Office of Enterprise Architecture for the State of Michigan, where he helps turn technology strategy into practical, measurable improvements in how government operates and serves residents.

With more than 25 years of experience in public-sector technology, his work spans enterprise architecture, cybersecurity, cloud modernization, data governance, and digital service delivery.

Since joining the State of Michigan in 2003, Chris has built a distinguished career in public service, advancing through a wide range of roles within DTMB, including Student Assistant, IT Technician, Developer, IT Specialist, State Administrative Manager, and now BRM.

Throughout his career, Chris has supported technology services across several state departments, including the Department of Education/CEPI, Department of Licensing and Economic Growth, and the Department of Health and Human Services.

His broad experience and deep knowledge of state government operations allow him to effectively bridge business needs with technology solutions, fostering strong partnerships and supporting mission-critical services for the State of Michigan.

National Director, OT and Critical Infrastructure Programs, Fortinet Ben Scott is the National Director, OT and Critical Infrastructure Programs at Fortinet, where he leads strategy and advisory initiatives across the US Public Sector, focused on safeguarding the nation’s most vital systems, including water, power, transportation, public safety, and airports.

With over a decade of experience in network security and OT cybersecurity, h also serves as an Adjunct Professor at Columbus State Communi College and leads the Water Assist Mission for the Ohio Cyber Reserve. Ben holds an M. S.

in Cybersecurity from Western Governors University and has been recognized by WGU, The Advocate, and the Ohio Senate for his leadership and impact. Ben’s mission is to strengthen the resilience of America’s critical infrastructure, advocate for cybersecurity education, and build a secure future through leadership, innovation, and collaboration.

With over 30 years of public service, Kim has guided major initiatives including Affordable Care Act implementation, COVID‑19 response technologies, individual income tax and collections modernization, and compliance with web content accessibility guidelines. Her work aligns technology with business goals while providing secure, customer-centered digital services to government, residents, and businesses.

Kim’s leadership is grounded in strategic goals—improving service delivery, strengthening customer relationships, and enabling cost-effective modernization. She holds a Master of Science in Information Systems with a focus on cybersecurity and a Bachelor of Arts in Sociology.
