Audience: State and Local Law Enforcement, Territorial Law Enforcement Mission Area: Cyberspace and Critical Infrastructure Topic: Critical Infrastructure, Cybersecurity Targeted Violence and Terrorism Prevention Grant Program The Targeted Violence and Terrorism Prevention Grant Program provides funding for state, local, tribal, and territorial governments; nonprofits; and institutions of higher education with funds to establish or enhance capabilities to prevent targeted violence and terrorism.

The Center for Prevention Programs and Partnerships (CP3) and the Federal Emergency Management Agency (FEMA) administer the program. It is the only federal grant program solely dedicated to helping local communities develop and strengthen their capabilities in this area.

Audience: Campus Law Enforcement, State and Local Law Enforcement, Territorial Law Enforcement, Tribal Law Enforcement Mission Area: Cyberspace and Critical Infrastructure, Terrorism and National Security Threats Topic: Active Shooter Preparedness, Secure Public Gatherings, Targeted Violence and Terrorism Prevention Information Bulletin No. 504 - Eligibility of Campus Law Enforcement Through Information Bulletin 504, published on March 11, 2024, DHS issued clarifying guidance that law enforcement agencies at institutions of higher education (e.g., public and private colleges and universities) are eligible to receive both State Homeland Security Program (SHSP) and Urban Area Security Initiative (UASI) funding for eligible activities as subrecipients.

In addition, institutions of higher education that are described under section 501(c)(3) of the Internal Revenue Code of 1986 (IRC) and exempt from tax under section 501(a) of such code may also apply for and receive funding for eligible activities as subrecipients under the Nonprofit Security Grant Program (NSGP).

Audience: Campus Law Enforcement Mission Area: Cyberspace and Critical Infrastructure, Terrorism and National Security Threats Topic: Intel and Information Sharing, School Safety, Targeted Violence and Terrorism Prevention Information Bulletin No. 497 - Operational Overtime Through Information Bulletin (IB) 497, published on October 23, 2023, DHS provided additional clarity on the Operational Overtime requirements for the Homeland Security Grant Program (HSGP).

Specifically, this IB provides applicants and recipients further guidance on when State Homeland Security Program (SHSP) and Urban Area Security Initiative (UASI) funds may be used to support select operational expenses associated with increased security measures in authorized categories, when post-incident operational overtime requests will be considered, and factors to consider if planning to request post-incident operational overtime requests.

It provides information on eligible activities, and examples of compliant, non-compliant, and insufficient project submissions. The guide is a supplement to Information Bulletin 485, and a product of OSLLE’s recent and ongoing efforts to enhance compliance with the LETPA requirement.

Audience: Tribal Law Enforcement Mission Area: Cyberspace and Critical Infrastructure Topic: Critical Infrastructure, Cybersecurity, Emerging Technology Transit Security Grant Program The Transit Security Grant Program (TSGP) provides funding to eligible public transportation systems (which include intra-city bus, ferries and all forms of passenger rail) to protect critical transportation infrastructure and the travelling public from terrorism, and to increase transportation infrastructure resilience.
