Dallas Housing Opportunity Fund (DHOF) | City of Dallas Office of Economic Development Dallas Housing Opportunity Fund (DHOF) Dallas Housing Opportunity Fund (DHOF) To respond to the economic impact of the affordable housing shortage, the City of Dallas launched the Dallas Housing Opportunity Fund , in partnership with two Community Development Finance Institutions (CDFIs).
In December 2021, the City Council approved a $6 million seed investment economic development grant agreement for the Dallas Housing Opportunity Fund (DHOF). The DHOF is managed by LISC Fund Management (LFM), a national SEC-registered investment advisor, which has partnered with TREC Community Investors (TREC CI), a Dallas-based mission-driven organization addressing housing disparities.
These partners are responsible for the administration, fund design, and marketing of DHOF. The Fund aims to promote affordable and workforce housing, ease the strain of rising housing costs, and encourage economic development in underserved Dallas communities. The fund works with for-profit and non-profit developers with a focus on supporting housing in areas where community members can live and thrive.
DHOF intends to drive diverse housing development efforts and create affordable housing units for households earning at or below 120% of the area median income (AMI) in the City of Dallas, with the majority of the DHOF supporting units for households earning at or below 80% AMI. It is expected that DHOF partnership will create or preserve at least 1,500 housing units throughout the city of Dallas.
