This formula grant program, administered by the U.S. Department of Justice, Office on Violence Against Women (OVW) and managed at the state level by the Kentucky Justice and Public Safety Cabinet, supports the development and strengthening of effective law enforcement, prosecution, judicial strategies, and victim services in cases of domestic violence, sexual assault, stalking, and/or dating violence. Funding priority is given to victim advocacy services, prosecution, law enforcement, courts, and discretionary programs. These funds should be used for projects that serve or focus on adults and youth (age 11-24) who are victims of domestic violence, dating violence, sexual assault, or stalking, and may also support complementary new initiatives and emergency services for victims and their families, including children 10 and under.
NOT-OD-26-089 expanded PAR-26-106 eligibility to for-profits, small businesses, and local governments effective January 25, 2027. It was rescinded on September 16, 2026. The revised announcement lists only universities and nonprofits — and the January 25 due date is still live.
