With grants of up to $500,000 over three years , this initiative aims to support organizations that are actively challenging democratic backsliding, protecting civic space, and strengthening justice systems worldwide. At a time when democratic institutions face increasing pressure, this programme provides essential resources to organizations driving systemic legal change.
About the Open Society Justice Initiative The Open Society Justice Initiative, part of the Open Society Foundations network, has spent over two decades using legal tools to advance open societies, accountability, and justice globally.
Through this new grant programme, the initiative seeks to build a resilient global ecosystem of legal actors capable of addressing critical threats to democracy, including electoral interference, judicial repression, and executive overreach. The Democracy Anchor Grants are designed to support high-impact, strategic litigation efforts that contribute to systemic change.
The programme prioritizes organizations that go beyond individual legal cases to create broader societal impact through advocacy, public awareness, and institutional reform. Applicants must align their proposals with one or more of the following priority areas: 1.
Interference in Democratic Processes Restrictions on voting rights Barriers to political participation Challenges to election integrity and vote counting Limitations on candidacy and political engagement 2.
Threats to Judicial Actors Projects that respond to: Violence or intimidation against judges and legal professionals Political interference in judicial independence Abuse of executive powers Suppression of dissent and opposition voices Misuse of emergency powers Violations of freedom of expression and association Funding duration of up to three years Approximately 6–12 organizations will be selected 2.
Strategic Impact Opportunities Support for litigation that drives systemic change Strengthening of legal precedents and institutional reforms Opportunities to influence public policy and awareness Support for collaboration across legal and advocacy networks Capacity building for strategic litigation organizations Knowledge sharing within the global justice community Organizations must meet the following requirements: Organizational Requirements Must be a nonprofit or charitable organization Demonstrated track record in strategic litigation Must have litigated cases within the past four years Must have at least two legal staff members Strong governance and financial management systems Proven ability to collaborate with other organizations Annual operating budget below $5 million USD Must have or be seeking funding from non-Open Society sources Cannot have large active Open Society litigation grants exceeding thresholds Additional Considerations Commitment to gender equality and intersectional approaches Inclusion of marginalized communities in litigation strategies Applicants must submit proposals that clearly demonstrate: Innovative use of strategic litigation to strengthen democracy A credible plan for broader impact , including: Strong community engagement and representation Contribution to strengthening the strategic litigation ecosystem Clear impact measurement and learning strategies Application Deadline: April 27, 2026 (5:00 PM EDT) Applicants should submit their Expression of Interest (EOI) before the deadline.

What types of legal actions qualify? Eligible actions include: Litigation in domestic, regional, or international courts Preparation for litigation in restrictive environments Non-binding mechanisms (e.g., UN recommendations only) are not sufficient. 4.
Can organizations collaborate on applications? Yes, collaborative applications are allowed, provided all partners meet eligibility criteria. 5.
Is sub-granting permitted? Yes, proposals may include sub-granting components. 6.
Are fiscal sponsors allowed? Yes, fiscal sponsorship arrangements are accepted. 7.
Can organizations apply if they already have Open Society funding? Yes, but only if existing grants do not exceed specified thresholds. 8.
Is the grant restricted or unrestricted? Funding may be either restricted or unrestricted, depending on the proposal and organizational needs. 9.
