The purpose of this Broad Agency Announcement (BAA) under Federal Acquisition Regulation (FAR) Part 35 and Funding Opportunity Announcement (FOA) under 2 Code of Federal Regulations (CFR) 200. 204 (henceforth referred to as “BAA”) is to solicit research proposals for submission to the U.S. Army Combat Capabilities Development Command (DEVCOM) Analysis Center (DAC) for funding consideration.
The DAC is the Army's foundation for data-driven analytical decisions across the lifecycle to ensure overmatch for a lethal Army. DAC’s mission is to: Inform Army modernization and readiness decisions with objective Analysis enabled through Tool development and Data curation.
DAC partners across the national security enterprise to deliver fundamentally advantageous change that is rooted in the creation and exploitation of scientific knowledge. DAC accomplishes this mission by funding the areas of applied research (budget activity 6. 2), as defined by 32 CFR 22.
105, advanced technology development (budget activity 6. 3), and advanced component development and prototypes (budget activity 6. 4).
Whitepapers for initial concept reviews and full proposals are sought from institutions of higher education, nonprofit organizations, state and local governments, foreign organizations, foreign public entities, and for-profit organizations (i.e. large and small businesses) for scientific research that supports the DAC mission. The DAC BAA generally conforms to the portfolio structured around research area based mission execution.
Whitepapers and full proposals are expected to be for cutting-edge innovative research that could produce discoveries with a significant impact to enable new and improved Army technologies and related operational capabilities and related technologies.
In an effort to provide DAC's research topics and related information in an easy to digest format, DAC has published the following public website listing all current DAC research topics:https://www. army. mil/article/261533, hereafter referenced as the DAC BAA topics website.
DAC focuses on executing in-house research programs but supplements our efforts with support from the broader technology base and Academia. DAC funds a modest amount of extramural research in certain specific areas, and those areas are described on the DAC BAA topics website. Changes to these topics will be made using this website on an as needed basis.

Under the authority of 10 U.S.C. § 4144, in alignment with Section 223 of the FY 2026 National Defense Authorization Act (NDAA), funding in the FY 2026 defense appropriations, and, Presidential Executive Order 14332, Improving Oversight of Federal Grantmaking, the DoW announces this funding opportunity for the acquisition of equipment/instrumentation at Historically Black Colleges and Universities (HBCUs) and Tribal Colleges and Universities (TCUs).The program is executed under policy and guidance of the Office of the Under Secretary of War for Research and Engineering (OUSW(R&E)) and is administered by ARL, ONR, and AFOSR, hereafter called “the Agencies.”This Notification of Funding Opportunity (NOFO) aims to (a) enhance research and education programs and capabilities in scientific and engineering disciplines critical to the national security functions of DoW; (b) enhance the capacity of HBCUs and TCUs to participate in DoW research programs and activities; and (c) increase the number of graduates in the fields of science, technology, engineering, and mathematics (STEM). The DoW is announcing this research solicitation based on 10 U.S.C. § 4144 and Section 223 of the FY 2026 NDAA (https://www.congress.gov/119/bills/s1071/BILLS-119s1071enr.pdf), which directs for fiscal year 2026 and each fiscal year thereafter, the Secretary of Defense to ensure that funding solicitations through the DoW HBCU/MI Program Element include separate funding solicitations each focused toward: (1) Historically Black Colleges and Universities and Tribal Colleges; and (2) Minority-Serving Institutions that are not HBCUs or TCUs. Also informing this solicitation is Section 262 of the NDAA for FY 2020 (https://www.congress.gov/116/plaws/publ92/PLAW-116publ92.pdf), section 220 of the NDAA for FY 2022 (https://www.congress.gov/117/plaws/publ81/PLAW-117publ81.pdf), and the publication of the National Academies of Sciences, Engineering, and Medicine titled “Defense Research Capacity at Historically Black Colleges and Universities and Other Minority Institutions: Transitioning from Good Intentions to Measurable Outcomes” dated April 28, 2022 (https://www.nationalacademies.org/publications/26399).The DoW is soliciting applications (also referred to as “proposals”) for the acquisition of equipment/instrumentation under the Fiscal Year 2027 Research and Education Program for HBCU/MI. The Research and Education Program is designed to enhance the research capabilities of HBCUs and MIs and to strengthen their STEM education programs. The purpose of the funding under this NOFO is to (1) support the acquisition of equipment/instrumentation to augment existing capabilities or to develop new capabilities in research areas of interest to DoW, and (2) attract students to pursue studies leading to STEM careers. Although funding provided under this NOFO cannot be used for student support, in order to further DoW’s objective of attracting students to pursue studies leading to STEM careers, applicants must address the impact of the requested equipment/instrumentation on student participation in research. Fiscal Year (FY) 2027 Department of War (DoW) Defense University Research Instrumentation Program (DURIP) is sponsored by Dept of the Army -- Materiel Command. Supports the acquisition of research equipment to enhance the capabilities of U. S. institutions in conducting research and educating scientists and engineers in areas important to national defense.
The NSF Computer and Information Science and Engineering: Future Computing Research (Future CoRe) program (NSF 25-543) supports foundational computing research and education with a strong emphasis on AI and machine learning. The program funds research that advances the foundations of computing including AI/ML theory, algorithms, systems, and applications. Future CoRe supports small to medium-sized research projects that can have significant impact on computing foundations. The program has target dates of February 5, 2026 and September 10, 2026 for proposal submissions (note: these are target dates, not deadlines, meaning proposals may be submitted at any time but will be reviewed in batches around these dates). Investigators may not serve as PI, co-PI, or Senior/Key Personnel on more than two proposals submitted within any consecutive 12-month period across all Future CoRe programs. This is one of NSF's primary mechanisms for funding fundamental AI and machine learning research at U.S. academic institutions, covering areas such as machine learning theory, natural language processing, computer vision, robotics foundations, and human-AI interaction.
The ONR Long Range Broad Agency Announcement (N00014-25-S-B001) is the Office of Naval Research's primary mechanism for soliciting research proposals across all naval science and technology priority areas. The BAA accepts proposals on a rolling basis through September 30, 2026 and covers ONR's full spectrum of research interests with particular emphasis on AI-related topics including autonomous maritime systems, human-machine teaming, machine learning for sensor fusion, cooperative autonomous swarm technology, undersea autonomy, and AI-enabled decision superiority. Proposals can be funded through multiple mechanisms including individual investigator grants, the Young Investigator Program (~$510K over 3 years for early-career faculty), and Multidisciplinary University Research Initiative (MURI) awards ($1.5M/year for 3-5 years for research teams). ONR recommends contacting relevant program officers before submitting to discuss alignment with current research priorities. The BAA supports basic research (6.1), applied research (6.2), and advanced technology development (6.3) across the full range of naval-relevant science and engineering disciplines.
DE-FOA-0003600 is the DOE Office of Science's FY 2026 open, rolling solicitation for financial assistance, providing roughly $500 million across seven program areas: Advanced Scientific Computing Research, Basic Energy Sciences, Biological and Environmental Research, Fusion Energy Sciences, High Energy Physics, Nuclear Physics, and Isotope R&D and Production. AI and machine learning research is supported directly through Advanced Scientific Computing Research, while Biological and Environmental Research funds atmospheric process research, environmental systems process research, and earth-energy systems modeling — making this a major channel for AI-enhanced climate and earth system modeling work. DOE anticipates 200 to 350 new awards ranging from $5,000 to $5 million each, with project periods from six months to five years. The FOA opened September 30, 2025 and accepts applications on a rolling basis through the end of FY 2026.
AFOSR's open Broad Agency Announcement — the single front door to Air Force basic research funding — closed on March 23, 2026 for mandatory review under Executive Order 14332, and proposals submitted in its final week must be resubmitted to a replacement that has no posted date.
