THE DEVELOPMENT BANK FOR RESILIENT PROSPERITY (DBRP) ##### **We are proud to announce the establishment of the Development Bank for Resilient Prosperity (DBRP), a dynamic, global in-scope and outcomes-driven institution.
Initially led by the Small Island SIDS, the DBRP aims to foster resilient prosperity and sustainable development by addressing the extensive impacts of climate change, economic inequalities, and environmental degradation through a systems approach to these systemic challenges. ** The DBRP will adopt a multi-source and multi-instrument funding strategy to fill critical gaps and complement the existing global financial architecture.
Underpinned by robust governance, the DBRP will secure funding from a variety of sources, including sovereigns—particularly NBA countries and those rich in natural assets—global family offices, philanthropic organizations, and the private sector.
A crucial element of the DBRP is its commitment to strategic partnerships and collaboration with member states, multilateral development banks, the United Nations system, international financial institutions, environmental organizations, global family offices and the private sector.
These collaborations are designed to enhance the bank's global impact, liquidity, and scalability, and to foster knowledge-sharing and financial cooperation, which will improve productivity and competitiveness on both national and regional levels. The DBRP represents a new paradigm shift for developing nations in regards to their ability to access sustainable financing.
It seeks to leverage the intrinsic value of natural assets, including their carbon sequestration capabilities, to build economic resilience and prosperity. The concept of a financial institution dedicated to Small Island Developing States (SIDS) was first introduced at the SIDS Inter-Regional Conference in Cabo Verde in August 2023.
This initiative aimed to amplify the voices of SIDS, mobilize finance for resilient infrastructure, and address regional economic disparities.
Concurrently, there were many discussions on the establishment of institutions to address the climate challenges of the Global South, particularly with a focus on carbon sequestration and achieving Net Zero emissions that was promoted by groups like the Scotia Group, and those based on geospatial data and real world natural assets from groups like the PVBLIC Foundation.
The initial concepts were further refined, expanding the scope to encompass Nature-Based Assets (NBA)—including forests, wetlands, and marine environments across green, blue, biodiversity, and carbon economies, collectively referred to as Real World Natural Assets (RWA).
The integration of advanced geospatial technologies and the establishment of the SIDS Global Data Hub were pivotal developments that will significantly enhance the management of the bank's RWAs.
This strategic integration not only introduces a new asset class but also underpins a systems approach to sustainable development, setting the stage for improved decision-making and bolstering resilience in both environmental and economic systems. IDENTIFYING THE GAPS, WHY THE DBRP IS CRITICAL The DBRP is uniquely positioned to address significant systemic gaps that have long challenged developing nations, particularly SIDS.
The DBRP's strategic focus includes: * **Access to Financing:** The DBRP ensures that SIDS and other developing nations have access to adequate and affordable financing. Traditional financial models and institutions have often failed to meet these needs, particularly in leveraging RWA’s for economic growth. The DBRP's innovative financing solutions aim to fill this crucial gap.
* **Representation:** By amplifying the voice and participation of SIDS and developing nations in global financial reforms, the DBRP seeks to correct historical under-representation. This engagement is crucial for shaping policies that recognize and integrate the unique social, environmental and economic contributions of these nations.
* **Resilience:** The DBRP enhances the capacity of SIDS and developing nations to withstand and recover from economic and environmental shocks. This is achieved through a resilience-focused financial architecture that prioritizes sustainable growth and risk mitigation.
