EPA anticipates awarding a total of approximately $115 million under this NOFO: $58 million in Fiscal Year (FY) 2022 funding and $57 million in FY 2023 funding, subject to the availability of funds, the quantity and quality of applications received, and other considerations. 039, and EPA’s Policy for Competition of Assistance Agreements (EPA Order § 5700. 5A1), the following entities are eligible to apply: A regional, state (including the District of Columbia), or local agency, Tribal government (or intertribal consortium) or Alaska Native Village, or port authority, which has jurisdiction over transportation or air quality.
School districts, municipalities, metropolitan planning organizations (MPOs), cities, and counties are all generally eligible entities under this assistance agreement program to the extent that they fall within this definition. A nonprofit organization or institution that: a. represents or provides pollution reduction or educational services to persons or organizations that own or operate diesel fleets; or b.
has, as its principal purpose, the promotion of transportation or air quality. Please refer to the FY22-FY23 DERA National NOFO for specific information about this competition. Eligible activities include the retrofit or replacement of existing diesel engines, vehicles and equipment with EPA and California Air Resources Board (CARB) certified engine configurations and verified retrofit and idle reduction technologies.
Eligible diesel vehicles, engines and equipment include: Class 5 – Class 8 heavy-duty highway vehicles Nonroad engines, equipment or vehicles used in construction, handling of cargo (including at ports or airports), agriculture, mining or energy production (including stationary generators and pumps).
Grant funds may be used for diesel emission reduction projects including: EPA verified technologies or certified engine configurations California Air Resources Board (CARB) verified technologies or certified engines Idle-reduction technologies that are EPA verified Aerodynamic technologies and low rolling resistance tires that are EPA verified Early engine, vehicle, or equipment replacements with certified engine configurations Funds awarded under this program cannot be used to fund emission reductions mandated by federal law.
Equipment for testing emissions or fueling infrastructure is not eligible for funding. Please refer to the FY22-FY23 DERA National NOFO for specific information about this competition. Application packages must be submitted electronically to EPA through Grants.

Shore Power Calculator Tool is available online at Shore Power Technology Assessment at U.S. Ports . In 2022, EPA updated the shore power technology assessment titled “Shore Power Port Assessment at US Ports 2022 Update Report” which describes the availability of shore power at ports throughout the U.S., and characterizes the technical and operational aspects of shore power systems at U.S. ports.
The updated assessment includes information on California Air Resources Board (CARB) shore power regulations, information on vessel readiness and real-world costs and practical operational lessons from different ports. The shore power calculator tool can be used to estimate how diesel emissions can be reduced through the use of shore power systems.
To better estimate potential emission reductions for projects including plug-in TRU systems, EPA developed a 2023 TRU Emissions spreadsheet calculator which facilitates estimating emission reductions and potential fuel savings available at Refrigerated Trailers and Transport Refrigeration Units (TRUs) . TRUs are integral to transporting freight that requires climate-controlled conditions.

Pollution Prevention Grants Program is sponsored by ENVIRONMENTAL PROTECTION AGENCY. The P2 grant program was enacted under the Pollution Prevention Act of 1990 to 1) Provide technical assistance (e.g., information, training and tools) to businesses/facilities on source reduction/P2 techniques to help them adopt and implement source reduction/P2 approaches that may increase the development, adoption, and market penetration of sustainable manufacturing and processing practices and greener products. 2) Identify, develop, document, and share source reduction/P2 best management practices and innovations so the information generated may inform future technical assistance and encourage practices and innovations that may be replicated by others. The technical assistance provided must use P2/source reduction techniques to reduce and/or eliminate pollution from air, water, and/or land prior to performing recycling, reuse, clean up, or disposal activities. The P2 grant program funds may be awarded as grants and/or cooperative agreements. Funding provided by the Infrastructure Investment and Job Act (IIJA) for FY2022-2026 affords the P2 program the ability to further support P2 technical assistance to businesses.
