Digital Equity Grants Fund

The City of Bloomington's Housing and Neighborhood Development (HAND) office administers several housing assistance programs for residents, funded through HOME and CDBG entitlement allocations. Eligible first-time homebuyers may receive up to $10,000 in down payment and closing cost assistance. Qualified homeowners can access safety and habitability grants, an affordable home rehabilitation loan program, and accessibility modification funding. Additional support is available through a Parks and Recreation grant for hazard tree removal. These programs serve low-to-moderate income Bloomington residents and aim to improve housing stability, safety, and accessibility across the community.

Travel Elevates is a non-operating private foundation that provides funding to eligible nonprofit organizations working to create meaningful impact through education and economic empowerment. While not explicitly focused on ICT infrastructure, projects that enhance digital literacy or provide access to technology for educational or economic purposes in Ghana could align with their goals, as improved ICT infrastructure is foundational to these areas.
