Direct Funding – West Virginia First Foundation Qualified Settlement Fund Governance & Transparency Memorandum of Understanding Articles of Incorporation Direct Funding Model Requests West Virginia First Foundation (WVFF) accepts funding requests outside of traditional grant cycles through our Direct Funding Model (DFM) . This model supports projects with multi-regional impact and co-funding from external sources. To be considered, applicants must submit an Opportunity Consideration using the online form below. The request must : (1) demonstrate an impact in at least four distinct regions to be eligible for consideration, (2) have an additional revenue source , such as Qualified Settlement Funds (QSF) from counties or cities and/or other sources external to the WVFF funding request, and (3) comply with WVFF’s due diligence and documentation requirements . Region 1 – Brooke, Hancock, Ohio, Marshall and Wetzel Counties Region 2 – Grant, Hampshire, Hardy, Mineral, Berkeley, Jefferson, Pendleton and Morgan Counties Region 3 – Wood, Tyler, Pleasants, Ritchie, Wirt, Calhoun, Roane and Jackson Counties Region 4 – Monongalia, Braxton, Lewis, Harrison, Marion, Preston, Taylor, Tucker, Barbour, Randolph, Gilmer, Doddridge and Upshur Counties Region 5 – Cabell, Clay, Boone, Kanawha, Lincoln, Logan, Putnam, Mason, Mingo and Wayne Counties Region 6 – Fayette, Monroe, Raleigh, Summers, Nicholas, Webster, Greenbrier, Pocahontas, Mercer, Wyoming and McDowell Counties All submissions will be subject to a rigorous, multi-stage review process.
