DoW/Navy FY-26 Release 5 SBIR/STTR/CSO Broad Agency Announcement (BAA) Pre-release 8/5/26 Opens 8/26/26 Closes 9/23/26 ( 12:00pm ET ) These BAAs include 12 Conventional SBIR topics, 7 Direct to Phase II topics, 2 STTR topics and 2 Commercial Solutions Openings (CSO) Open Topics. Awards under the CSO Open Topics will use Other Transaction (OT) agreements to accelerate prototyping and transition.
During the pre-release period 5 August through 25 August a small business may have direct communication between small businesses and Technical Points of Contact (TPOCs) to answer technical questions relating to the topic, not general programmatic questions. Direct contact ends once the solicitations open to proposal submission on 26 August and closes 23 September at 12:00 p. m.
EDT. A Topic Q&A page, available on the Defense SBIR/STTR Innovation Portal (DSIP), allows firms to post technical questions publicly for TPOC response. The Topic Q&A page on DSIP will close to new questions on 9 September 2026.

This BAAs includes 2 conventional SBIR topics. The pre-release period is 1 July through 21 July and allows for direct communication between small businesses and Technical Points of Contact (TPOCs) to answer technical questions about the topics. Direct communication with the TPOC ends when the solicitation opens to proposal submission on 22 July and closes 19 August at 12:00 p.
