This program provides down payment assistance for qualified first-time homebuyers in the City of Huntsville. The assistance is offered as a 0% interest second mortgage, forgiven after five consecutive years of residency.

Housing - City of Huntsville The City of Huntsville’s Community Development department oversees and implements programs to support the vitality of neighborhoods. The goal is to stabilize lower-income neighborhoods, to economically empower lower-income persons and/or those living in lower-income neighborhoods, and to provide assistance to the special needs population in our community.

The City’s Homeownership Assistance Program (HOAP) assists first-time eligible homebuyers in achieving their dreams of home ownership. The program may provide up to $24,999 or 10% of the purchase price of a home located within the Huntsville city limits . The amount of assistance provided will be calculated based on the homebuyer’s need.

The assistance may be used as a down payment, for closing costs, to buy down interest rates, or to pay down the principal for a more favorable monthly payment. This assistance is offered to the homebuyer as a five-year deferred payment loan, of which 20% will be forgiven annually on the anniversary of the closing date.

Single Family Home Program This HOME program constructs new affordable housing for income eligible homebuyers. Applicants for the affordable housing must be first-time homebuyers and meet income eligibility as set forth by HUD (listed above).

gov . Multi-Family HOME Program This HOME program provides funding to nonprofits and for-profit entities for new construction and rehabilitation of affordable multi-family rental developments. Funding is provided in the form of low-interest-bearing, repayable loans.

Multifamily developments carry long-term rent and income restrictions and may be layered with additional funding sources, such as Housing Tax Credits. Development funds are awarded on a competitive basis through an RFP process administered by Community Development. In addition, Community Development is responsible for monitoring HOME-assisted developments and conducting on-site visits.

HOME-assisted developments are monitored annually for compliance with HUD tenant incomes, rent levels and Housing Quality Standards. As part of the City’s ongoing effort to build an inclusive community, Community Development works to ensure that fair and affordable housing options are available to everyone.
