After Storm Information, July 2026 After Storm Information, July 2026 City of Norman Launches Down Payment Assistance Program for Homebuyers in Core Neighborhoods The City of Norman is pleased to announce the availability of a Down Payment Assistance Program designed to help low- to moderate-income households achieve homeownership in three of Norman’s core neighborhoods: Old Silk Stocking, Original Townsite, and First Courthouse.

Funded through federal grant dollars from the HOME Investment Partnerships Program, this initiative will provide eligible homebuyers with up to $14,999 in down payment assistance to support the purchase of a primary residence within the targeted areas. “This program represents an important investment in both housing opportunity and neighborhood stability,” said Lisa Krieg, Grants Manager.

“By helping residents overcome the barrier of upfront costs, we can expand access to homeownership while strengthening these core neighborhoods. ” The program is administered by Neighborhood Housing Services, which will oversee application intake, eligibility determination, and assistance distribution.

To qualify, applicants must: Purchase a home within the Old Silk Stocking, Original Townsite, or First Courthouse neighborhoods Meet income limits established by the U.S. Department of Housing and Urban Development (HUD) Occupy the home as their primary residence for a minimum of five years for full forgiveness.

Down payment assistance funds may be used to help cover upfront costs associated with purchasing a home, making homeownership more accessible for households who otherwise may not have sufficient savings.
