Driving Urban Transitions Call 2025 | NWO The purpose of this Call for proposals is to support transnational research and/or innovation projects addressing urban challenges to help cities in their transition towards a more sustainable economy and functioning.
Research projects which can be financed in this call are related to the following three transition pathways and in total seven topics: Circular Urban Economies (CUE) CUE topic 1 - Resilient green and social infrastructure CUE topic 3 - Public procurement to foster urban greening and circularity 15mC topic 2 - Reimagining parking – transforming urban parking policies 15mC topic 3 - Mobility policymaking in context of radical contestation PED topic 1 - Driving a just transition: PED strategies in social and subsidised housing PED topic 2 - Ensuring positive socio-economic impact: PEDs in local economies and energy markets PED topic 3 - PEDs in urban heating and cooling All consortia are asked to choose a main transition pathway and may indicate which other pathways are involved, if any.
The following countries will participate in this DUT call: Austria, Belgium, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Italy, Latvia, Lithuania, The Netherlands, Poland, Portugal, Republic of Korea, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Tunisia and Türkiye.
Applications need to be submitted by research consortia involving, at least, three partners from three countries on this list that are eligible for funding by their respective Funding Agency. In addition, at least two eligible Applicants within a consortium must be from different EU Member States or Associated Countries eligible for EC co-funding in this Call.
The added value of transnational collaboration should be clearly stated in the application. For applicants from Dutch universities and knowledge institutions, funding is available from NWO. Specifically for applicants from universities of applied sciences, funding is available from Taskforce for Applied Research SIA (Regieorgaan SIA).
Please see Annex A of the Call for Proposals for details for both possibilities. For research proposals in this round, consortia can apply for a maximum of € 325,000 in funding from NWO. Please note that funding from NWO is only available for strategic research within the framework of this call for proposals (for further explanation, see page 10-11 and Annex A in the call for proposals).
The submission deadline for pre-proposals is 17 November 2025, at 13:00 CET . The submission deadline for full proposals is 23 april 2026, at 13:00 CEST . For more information about the submission process, see the step “Prepare” on this website and the DUT call for proposals.
Pre-proposals and full proposals will be assessed according to specific evaluation criteria by using a common evaluation form. The criteria are: Excellence - Intellectual merit; Impact and user engagement Quality and efficiency of project implementation. Please see the DUT Call for proposals for the full criteria, including the sub-criteria.
The assessment in this call will be done in two stages. In the first stage, consortia are invited to submit a preproposal. Only consortia that were successful in the first stage will be invited to submit a full proposal.
Eligible proposals – both in the first and in the second stage – will be assessed based on the criteria in the call text by an independent evaluation committee consisting of academics as well as practitioners and innovators. The proposals will be ranked in six ranking lists (based on Transition Pathway and research approach).

Prepare a data management plan after the grant is awarded and before the project starts. Applicants must submit the international application form (available on the DUT website). In the second phase, with a full proposal, applicants are required to submit their budget in the mandatory NWO budget form to dutp@nwo.
nl . For this Call for proposals, a two-stage procedure will be adopted. In the first stage, consortia are invited to submit pre-proposals.
A pre-proposal includes a description of the partners, concise project description of no more than 12 pages, and budget indications with limited details fulfilling national/regional requirements. The pre-proposals declared to be eligible according to the transnational and national/regional criteria will be assessed by an Expert Panel, consisting of recognised international experts in relevant fields.
The decision for the invitation to submit a full proposal in the second stage will be jointly taken by the participating funding agencies. Pre-proposals and full proposals must be prepared in English using the designated mandatory international proposal forms. These forms can be found on the DUT website and are linked through the Call for proposals.
Applicants who apply for funding at NWO must submit a completed NWO budget form separately at NWO when submitting their full proposal (phase 2). This form can be found under ‘Downloads for your application’. Please send this form to: dutp@nwo.
