Dutch AI Factory - AI Coalition 4 NL The Dutch AI Factory: Building the Future of AI On October 10, it was announced in Brussels that EuroHPC has awarded European funding for the construction of a Dutch AI factory in Groningen. Combined with previously awarded national and regional funding, the AI factory can now move forward.
The total investment of €200 million makes this the largest investment in a public digital research and innovation facility in the Netherlands to date. The AI factory will serve as a tool to support AI developments in the Netherlands.
The AI Coalition for the Netherlands (AIC4NL), together with consortium partners SURF, TNO, and Samenwerking Noord, has taken the initiative to establish this facility and is working with the consortium partners on the implementation and further development of the AI factory, with the goal of having the facility fully operational by 2027.
An AI factory is an advanced supercomputer for training and developing AI applications, embedded within a center of expertise where companies and researchers collaborate on new models and applications. The factory combines a powerful AI supercomputer with a high-quality data infrastructure and associated datasets, supported by a team of specialized AI experts.
Around it, a dynamic ecosystem is emerging, comprising startups, scale-ups, companies, government agencies, and research institutions that collaborate on innovation and the practical application of AI.
The AI Factory consists of two inextricably linked components: a powerful AI supercomputer for training and developing AI models, and a center of expertise where organizations collaborate on knowledge development, innovation, and the practical application of AI. The AI facility is being built in Groningen, which will enable the region to develop into a major hub for AI innovation.
The center of expertise is now up and running and supports companies, researchers, and other organizations in developing, testing, and applying AI. The AI supercomputer is expected to be fully operational in 2027. The center of expertise is the heart of the AI factory.
Here, experts collaborate with companies, startups, scale-ups, researchers, and government agencies on the development and application of AI. The center supports knowledge development, collaboration, innovation, and the responsible use of AI. In this way, it serves as the connecting link between the technological infrastructure and the organizations that want to apply AI in practice.
Why is the AI factory important to the Netherlands? The arrival of the AI factory strengthens the knowledge and innovation position of the Netherlands and stimulates the creation of new jobs, innovations and automation in strategic sectors such as healthcare, agriculture and defense.
The factory attracts talent, promotes cooperation between companies and knowledge institutions and reduces dependence on American and Chinese technology platforms. In addition, the AI factory makes it possible to develop and apply AI in a responsible manner, fully in line with European regulations on privacy, ownership, security, transparency and accountability.
Thus, applications can be developed based on European values, sensitive data remains within the Netherlands, and accumulated expertise is sustainably preserved. Thereby, the AI factory contributes not only to economic growth, but also to social progress and strategic autonomy.
The total investment in the AI factory amounts to €200 million: €60 million from the Groningen-based Nij Begun program, €70 million from various ministries coordinated by the Ministry of Economic Affairs, and €70 million from the European EuroHPC program. This represents a unique combination of provincial, national, and European funding.
The Dutch AI Factory is operated by the Dutch AI Factory Foundation, which has authority over how the factory is organized and which organizations and projects are allocated computing power. The consortium assisting the foundation consists of four partners: AIC4NL, SURF, TNO, and Samenwerking Noord. These consortium partners provide services and are jointly responsible for facilitating and supporting users of the Dutch AI Factory.
