The action focuses on enhancing the integration of research and healthcare, supporting the development, adaptation or scale ‑up of digital health platforms, and improving the use of data for decision ‑making, service delivery and policy. The call supports activities such as capacity building, stakeholder coordination, and the establishment of sustainable networks that link research, healthcare providers and health authorities.
Proposals are expected to demonstrate strong Africa– Europe collaboration and contribute to resilient, inclusive and sustainable health systems. 1. Consortium Composition: • Minimum three independent legal entities from three different countries.
• At least one entity must be from EU Member States or Horizon Europe Associated Countries. • At least one entity must be from a sub-Saharan African country eligible under EDCTP3. 2.
Eligible Participants (may include but are not limited to): • Universities and research institutions. • Ethics committees and regulatory authorities. • Public health institutes, international organisations and networks.
• Digital platform developers (non-profit or for-purpose). • Type of action: Coordination and Support Action (CSA) – Lump Sum. Total indicative topic budget: €18 million (up to two projects expected).
Funding rate: 100% of eligible costs. Maximum project duration: up to 60 months.

za Application Process Proposal Preparation - Proposals consist of Part A (administrative forms and lump sum budget) and Part B (technical proposal covering Excellence, Impact, and Implementation). Applicants should demonstrate strong Africa–Europe collaboration, sustainability beyond the project lifetime, and alignment with EDCTP3 strategic objectives. Proposals must be submitted electronically via the EU Funding & Tenders Portal.
