HEALTH AND HUMAN SERVICES, DEPARTMENT OF This program provides resources to states and eligible Indian tribes to make available vouchers for postsecondary training and education to youth who have experienced foster care at age 14 or older, who have aged out of foster care, or who have been adopted or left for kinship guardianship from the public foster care system after age 16.
This program provides states and tribes with funding to assist youth in and formerly in foster care so they may attend post-secondary education and training programs. ** **Fiscal Year 2025:** During FY25 58 awards were issued to 52 states & territories and 6 eligible tribes. **Fiscal Year 2026:** It is anticipated that 58 awards will be made to 52 states and to 6 eligible tribes. Application is made through submission of the five-year Child and Family Services Plan; updates are made annually through the Annual Progress and Services Review.

U.S. Territory (or Possession) Government (including freely-associated states), Federally Recognized Indian/Native American/Alaska Native Tribal Government, State governments, including the 50 states, the District of Columbia, Puerto Rico, and U.S. Virgin Islands (hereafter "states"), and eligible Indian tribes, Indian tribal organizations, or Indian tribal consortia (hereafter "tribes") with an approved plan.
Youth and young adults (14 - 26) who have experienced foster care at age 14 or older, youth who leave foster care for adoption or kinship guardianship at age 16 or older, and youth who aged out of foster care. Youth otherwise eligible for the John H. Chafee Foster Care Program for Successful Transition to Adulthood (Chafee program) may receive vouchers.
Eligible youth may receive vouchers up until their 26th birthday, provided they are making satisfactory progress toward completing their course of study or training, but may receive vouchers for no more than five years. Scholarships, Student Aid, and Tuition Funds may be used to provide vouchers for postsecondary education and training to youth otherwise eligible for services under the state's or tribe's Chafee program.
Vouchers provided to individuals may be used for the cost of attending an institution of higher education (as defined in section 472 of the Higher Education Act) and shall not exceed the lesser of $5,000 per grant year for the total cost of attendance as defined in section 472 of the Higher Education Act. Participation in the program is limited to five years whether or not the years are consecutive.

The criteria for selecting proposals will be published in the NOFO(s). Funds are disbursed on a quarterly basis for up to the amount of one-fourth of the state or tribe's annual allotment. The agency plan or its annual update is due June 30 of each year, and will approved or disapproved by September 30th of each year.
There is no appeal process for unsuccessful applicants. For existing recipients, appeals regarding disputes may take place in accordance with 45 CFR Part 16, subject to the limitations of the Appendix A.

Effective October 01, 2025, HHS will adopt the remainder of the Uniform Guidance at 2 CFR Part 200, HHS will relocate key HHS-specific provisions from 45 CFR Part 75 to 2 CFR Part 300. Effective October 01, 2025, ACF recipients must follow the requirements in 2 CFR Part 200 and the HHS-specific provisions in 2 CFR Part 300.
**Financial Reports:**Expenditure Reports: An SF-425 Federal Financial Report (FFR) must be submitted for the funds awarded in each Federal fiscal year (FFY) within 90 days after the close of the FFY in which the funds were awarded (interim report) and again within 120 days after the close of the subsequent FFY (final report). gov/grants/post-award-requirements. Tangible Personal Property Reports: If requesting funds to purchase equipment, the recipient must request prior approval. When the equipment is no longer needed, the SF-428 Tangible Personal Property—Cover Page with the SF-428 Attachment C must be submitted to the Office of Grants Management.

Retention Period: 3 Years Statutory Formula: Title IV Chapter 7 Part E Subpart 477 Public Law 74-271 Social Security Act Description: The federal government will pay 80 percent of the total amount of funds expended by the recipient up to the amount of Chafee Education and Training Voucher Program funds allocated. The recipient must provide matching contributions to cover the additional 20 percent of the costs.
