Education and Training Voucher (ETV) Program The ETV Program is for youth who qualify and are likely to age out of the foster care system. ETV offers money to eligible youth to attend an accredited college or vocational training program. The funds can be used for educational and living costs.

Awards are determined by the Cost of Attendance (COA) set by the college or university where the youth is enrolled, and any unmet need they may have. Awards vary and not every student will receive the same amount. You may be eligible for ETV if you meet any one of the following: You are 15 or older , in a dependency action through a Washington state or tribal court and are in DCYF's or a tribal child welfare agency's care .

You may also qualify if you were in foster care in another state. You are between 18 and 20 years old , and you left foster care at age 18 because you became a legal adult. You are between 15 and 20 years old , and you left Washington state or tribal foster care at age 15 or older to live with adoptive parents or entered a relative guardianship placement.

You received ETV money before you turned 21 . If so, you can keep getting ETV until you turn 26 , or up to 20 quarters or 15 semesters . To continue being eligible for the ETV program you must: Complete the Free Application for Federal Student Aid (FAFSA) on or shortly after Oct.

1 each year. Students must receive the Pell grant. Complete and return the ETV Renewal Application each year.

Continue enrollment at an accredited college or vocational training program. Continue to meet the college or university Satisfactory Academic Progress (SAP) and Pace of Progression requirements.

FAFSA confirmation email or Student Aid Report (SAR) Class schedule at the beginning of each term Unofficial transcripts at the end of each term 2026-2027 Online Application 2026-2027 ETV New Application 2026-2027 ETV Renewal Application Dual Credit or Running Start Student: The ETV Dual Credit application is for students earning a high school diploma and taking college credits toward a degree at an accredited college.
