Government » Departments A - H » Department of Emergency Management In alignment with our mission, the County of Monterey Department of Emergency Management manages several grants, bringing additional funding to our Operational Area for the benefit of enhancing the emergency management resources in the Operational Area and serving the response community.
These grants include the Emergency Management Performance Grant (EMPG) Program and Urban Area Security Initiative (UASI) Grant Programs.
### Emergency Management Performance Grant (EMPG) Program The Emergency Management Performance Grant Program plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient Nation.
The Department of Emergency Management was first awarded the Emergency Management Performance Grant in 2000 with the intent to develop and maintain a state of readiness in preparation for potential occurrence of any natural, technological, or human conflict related emergency that may adversely impact any segment of the Monterey County Operational Area.
### Urban Area Security Initiative (UASI) Each year, Congress allocates funding for the Homeland Security Grant Program. Federal and state guidance documents provide the Bay Area with instructions on grant requirements. Regional subject matter experts and BA UASI work groups develop project proposals for consideration.
As required by the Department Of Homeland Security and Approval Authority Bylaws, all proposals must be regional in nature, have a nexus to terrorism, and be designed to close an identified capability gap. In addition, all proposals must meet priority capability objectives which are developed annually based on the region’s most recent risk analysis.
To be eligible for grant funding, applicants must be either a government entity or sponsored by a government entity within the Bay Area UASI footprint. Applications are submitted online, vetted for grant compliance, and then prioritized. Final approval of all projects rests with the Approval Authority and ultimately with city or county government officials who authorize acceptance of the funds.

After distribution of the awarded funds, jurisdictions are responsible for meeting project milestones and completing approved projects within the grant performance period. As projects are completed, jurisdictions must submit all financial and deliverable documentation in order to receive reimbursement.
