Emergency Funding | New Mexico Department of Finance and Administration The Board provides emergency grants and loans to public bodies that are facing an emergency that is unforeseen and severely affects the quality of government services and requires the immediate expenditure of money that: a) is not within the available resources of the public entity as determined by the Board and b) if subject to appropriation, cannot reasonably await appropriation by the next regular session of the legislature.
Current Emergency Fund Balances, Fiscal Year 2026 History of Emergency Loans and Grants FY20-FY26 Requesting Emergency Funding from the State Board of Finance Step 1 : DFA Funding Navigation Questionnaire Any entity seeking emergency funding MUST first complete the Department of Finance and Administration’s Funding Navigation Questionnaire.
This tool is utilized by DFA and Board staff in identifying potential funding sources available for the emergency before making a final recommendation on funding source. Funding Navigation Questionnaire Step 2 : Review Emergency Funding Policy If the Board’s emergency funding is recommended the entity should review the Board’s Emergency Funding Policy (below).
The Policy is utilized by staff in making recommendations to the Board on emergency funding requests. The Board has final authority to approve or disapprove any emergency funding request. Entities requesting emergency funding should use the policy as a resource in understanding how the Board defines an emergency and what it requires in considering requests.
Entities who have been guided to the Board for emergency funding must submit a funding application by the Board’s meeting deadline.

California State Nonprofit Security Grant Program (CSNSGP) is a grant from the California Governor's Office of Emergency Services that funds target hardening and security enhancements for nonprofit organizations at high risk for violent attacks and hate crimes due to their ideology, beliefs, or mission. Awards of up to $200,000 per organization are available, with $76 million allocated in the latest funding round. Eligible applicants are 501(c)(3) nonprofit organizations operating in California. Funded activities include physical security improvements and vulnerability assessments to protect against threats. The program requires applicants to complete a Vulnerability Assessment Worksheet as part of the application process. Support services applicants had an extended deadline of January 12, 2026. FY 2026 Homeland Security Grant Program (HSGP) – Mississippi is a grant from the Mississippi Office of Homeland Security (MOHS) that funds local law enforcement, fire departments, and emergency operations agencies for homeland security preparedness. FEMA-provided funds can be used for equipment, training, exercises, and supplies to protect against terrorism and other threats. The FY26 application deadline is Friday, April 3, 2026, and applications are submitted via the MOHS JotForm portal. National priorities require allocating at least 10% toward border crisis response and 3% toward election security.
