Rebuilds (Developers) Middle Market Loan Program The Rural Rental Rehab Program LA Homeownership Think Tank Public Notices & Comments LHC Audited Financial Statements Constituent Services Request LHC, OWP, and LCADV Partner on Emergency Housing for Domestic Violence Survivors Written by Office of Public Affairs July 2025 — The Louisiana Housing Corporation (LHC) partners with the Governor's Office on Women's Policy (OWP) and the Louisiana Coalition Against Domestic Violence (LCADV) to provide critical emergency rental housing assistance to households fleeing domestic violence.

Through LHC's partnership with the Office of Community Development (OCD) , LHC contracted with LCADV, utilizing $900,000 to support shelters statewide that offer immediate refuge and essential services for domestic violence survivors. "Governor Landry has demonstrated that domestic violence is a priority in his administration," said OWP Executive Director Laurie Marien.

"The Office of Women’s Policy is responsible for staying informed about other funding sources available for women's services and programs and for assisting state departments and agencies in developing plans to maximize the use of such funds. Assisting in this initiative between LHC and LCADV has allowed statewide use of $900,000. 00 for temporary housing of Domestic Abuse Survivors to meet this critical need in Louisiana.

This is a win for survivors and for our State." In a 2023 Statewide Needs Assessment Report, LCADV identified affordable housing as the second most reported need by survivors of domestic violence in Louisiana. Survivors reported that the most essential need was immediate safety, which coincides with having access to emergency shelters.

"Throughout the years, the Louisiana Housing Corporation has partnered with nonprofits, shelters, and other state agencies to provide emergency housing solutions," said LHC Executive Director Kevin Delahoussaye. "Our collaboration with LCADV underscores our ongoing dedication to meeting the urgent and multifaceted needs of domestic violence survivors.

We're proud to allocate these funds equitably across Louisiana, enabling shelters in all regions to enhance and expand the critical services they offer." LCADV identified domestic violence organizations across Louisiana that will utilize the funds and provide services such as case management, housing navigation, and rental assistance. Through these efforts, it will help survivors stabilize and rebuild their lives in safety.

“Safe housing is a vital and life-saving resource for domestic violence survivors, creating a pathway to long-term safety and wellbeing," said LCADV Executive Director Mariah Wineski. "We look forward to seeing the positive impact this partnership will have on Louisiana’s most vulnerable families.
