Collectively, the grants strengthen statewide capabilities to detect and respond to disasters, manmade or natural. All grants must be managed in accordance with federal, state, and DPS requirements. We are committed to protecting taxpayer money.

DPS grants management systems Emergency management performance grant (EMPG) Urban area security initiative (UASI) The Nonprofit security grant program (NSGP) Operation Stonegarden (OPSG) State homeland security program (SHSP) All grantees must be registered in the Statewide Integrated Financial Tools (SWIFT) system to receive grant payments and view payment history.
This can be done after receiving a grant award, but a grantee’s vendor profile must be approved in SWIFT before a grant agreement can be created. Read SWIFT directions and registration information. SAM.
