HOMELAND SECURITY, DEPARTMENT OF The purpose of the Emergency Operations Center (EOC) Grant Program is to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located and fully interoperable EOCs with a focus on addressing identified deficiencies and needs. This program provides funding for construction or renovation of a State, local or Tribal government's principal EOC.

Fully capable emergency operations facilities at the State and local levels are an essential element of a comprehensive national emergency management system and are necessary to ensure continuity of operations and continuity of government in major disasters cause by any hazard.

Performance Measures: Performance metrics for this program are as follows: • Percentage of funded projects that result in fully-operational emergency operations centers • Percentage of funded projects that provide an enhanced level of EOC services and capabilities The EOC Grant Program is designed to support the construction, renovation, and operational needs of Emergency Operations Centers across the nation.

It primarily serves state, local, tribal, and territorial governments, providing them with the necessary resources to establish or improve their EOC facilities. The EOC Grant Program has a unique focus on creating resilient and technologically advanced centers that serve as command-and-control hubs during emergencies.

By equipping these centers with state-of-the-art technology, communication systems, and emergency management tools, the program enables effective coordination, decision-making, and response operations. This ensures that communities have a dedicated space where officials can collaborate and strategize, leading to improved emergency preparedness and response efforts.

grants. gov Guidance and Application Kit. Eligible projects were identified in by Congress in the Joint Explanatory Statement accompanying the FY 2023 DHS Appropriations Act and listed in the FY 2023 EOC Grant Program NOFO.

All successful applicants for all EOC grants are required to comply with DHS Standard Administrative Terms and Conditions. Upon approval of an application, the award will be made in the form of a grant. The date the approval of award is entered in the system is the “award date.

” Notification of award approval is made through the ND Grants system through an automatic e-mail to the recipient point of contact listed in the initial application. Once an award has been approved and recorded in the system, a notice is sent to the authorized grant official.

The authorized grant official should carefully read the award package for instructions on administering the grant and to learn more about the terms and conditions associated with responsibilities under Federal awards. Refer to the EOC Grant Program NOFO for more detail. All eligible projects were listed in the EOC Grant Program NOFO, which was released on March 1, 2023.

All awards will be made by September 30, 2023.
