The Los Angeles County Department of Consumer and Business Affairs (DCBA) has launched the Emergency Rent Relief Program to provide financial assistance to qualifying property owners and tenants impacted by recent emergencies.
This Program will prioritize small landlords with four or fewer rental units to help them mitigate detrimental emergency financial hardships while also reducing the number of tenants being evicted in the County due to unpaid rents. Up to six (6) months of rent debt may be covered. With limited exceptions, maximum award of $15,000 per rental unit.
Grant funds may be used to cover: Unpaid rent (rental arrearages) Other unpaid expenses separate from rent, directly related to financial hardship caused by the 2025 Eaton or Palisades fire and windstorm events or any other emergency financial hardships Individuals who submitted an application may check their application status here .

Landlords: Individuals or entities with unpaid rent or other eligible expenses for properties in Los Angeles County, including those impacted by the January 7th, 2025 Eaton and Palisades wildfire events or any other emergency financial hardships. Displaced Homeowners: Individuals whose homes were lost or severely damaged in the wildfires and who are now renting elsewhere and facing unpaid rent and/or mortgages related to the disaster.
Tenants with unpaid rent including those impacted by the January 7th, 2025 Eaton and Palisades wildfire events or any other emergency financial hardships. Which applications will receive priority consideration? Units located in LA County Equity Explorer tool that are defined as highest and high need geographies.
The program uses the COVID Vulnerability & Recovery map layer to identify which communities have the highest needs and are most vulnerable. This helps to ensure we direct financial relief where it will be most impactful. Small landlords who own four (4) or fewer rental units.
Property owners whose household income is 80% or less of LA County Area Median Income . If landlord income is not available, then priority will be applied to tenant households whose income is 80% or less of LA County Area Median Income. One-on-one assistance is available for program applicants and can be scheduled by contacting a program partner listed in the Partners section.
