Emergency Services Program | Pima County, AZ Emergency Services Program Emergency Assistance Agencies in Pima County Rent, mortgage, and utility assistance is limited and based on grant funding. Financial assistance may be available for eviction prevention, mortgage payment, move-in, utility, utility deposit, and utility repair/replacement assistance, as well as special needs such as dental, vision, and car repairs.
Callers will be screened for potential eligibility and an appointment may be scheduled based on available funds and/or appointments. Emergency Services Network Agencies These agencies may be able to help with rent/mortgage/utility or other emergency financial assistance.

(PPEP) Rent assistance: 520-741-4397 In Ajo: International Sonoran Desert Alliance Utility Assistance Affiliates Pima County Community Action Agency Arivaca/Amado area: Arivaca Coordinating Council Catalina area: Saint Vincent de Paul Santa Catalina Green Valley: Salvation Army Portable, Practical Educational Preparation Inc. (PPEP) Utility assistance: 520-770-2506 Saint Vincent de Paul of Southern Arizona Sewer Outreach Subsidy Discount Program (SOS) The Sewer Outreach Subsidy Program will provide a monthly discount for the sewer portion of their bill.
The discount may be 25 percent, 50 percent, or 75 percent. City of Tucson Limited Income Assistance Program for Tucson Water & Environmental Services City of Tucson Water will provide a monthly credit to qualifying customers for the water portion of their Tucson Water bill. Call 520-791-5443 to determine eligibility and schedule an appointment.
Customer Assistance – Tucson Electric Power TEP also works with community partners to provide emergency bill payment assistance to qualifying customers. Homeless Opportunity Partnership of Tucson (HOPT) Grants is a funding program administered by Pima County, AZ, through the Tucson Pima Collaboration to End Homelessness, which coordinates HUD Continuum of Care (CoC) and Youth Homelessness Demonstration Program (YHDP) funds for the AZ-501 Tucson/Pima County CoC.
