Business Oregon : CDBG-CV Statewide Emergency Small Business & Microenterprise Grant Program : Small Business & Microenterprise Grant Program (SBMA) : State of Oregon Translate this site into other Languages tag, as divs are not allowed in 's --> CDBG-CV Statewide Emergency Small Business & Microenterprise Grant Program Small Business & Microenterprise Grant (SBMA) Program Business Oregon has partnered with CCD Business Development Corporation, a private nonprofit economic development organization to administer and process the $3 million dollars allocated to the CDBG-CV Statewide Emergency Small Business & Microenterprise Grant Program, intended to help businesses remain solvent and able to retain/create low- and moderate-income jobs.
This program is funded with federal grant funds from the Oregon Community Development Block Grant program CARES Act funding for communities affected by COVID-19. Technical assistance is available to assist with completing the application process.

Video tutorials for both small business and microenterprise applications, including helpful tips, are also available.

A microenterprise (5 or fewer employees) or small business (more than 5 employees) that: Was in business prior to March 8th, 2019 Can document COVID-19 Impact (Loss Revenue, Mandated Closures, Workforce Issues, Supply Issues, Etc.) Was generally stable/strong prior to the crisis Has an owner and/or employees who meet Low-and Moderate Income (LMI) criteria Grant sizes will be between $2,500 - $30,000 per business: Microenterprise whose owner is LMI can qualify up to $10,000 Small Business can qualify for $2,500 per LMI employee retained up to $30,000 Monday, January 23, 2023: Applications open Friday, January 27, 2023: Applications close Mid-February 2023: Awards expected Early-March 2023: Funding expected For all 20% or more business owners 2019, 2020, and 2021 Business Federal Tax Return or Full Personal Tax Return if filing a Schedule C 2021 Personal Federal Tax Return 2022 Business In-House Profit & Loss Statement (January 2022–October 2022 time period) Copy of valid Driver’s License Copy of current, filed organizing documents (Articles of Incorporation, Articles of Organization, or Partnership Agreement) Statement of Experience or Resume Personal Financial Statement Family LMI Certification Most recent Oregon Form 132 Quarterly Filing, or two consecutive pay stubs for each qualifying employee (if certifying based on LMI employees) Duplication of Benefits Certification including list of assistance/aid Frequently Asked Questions & Answers Answers to our most asked questions can be found on our FAQ page .
