FY 2025 Continuum of Care Competition and Youth Homeless Demonstration Program Grants NOFO On November 13, 2025, HUD released the FY 2025 Continuum of Care (CoC) Program Competition Notice of Funding Opportunity (NOFO) FR-6900-N-25. This annual release signals the start of the national funding process through which HUD designates federal resources to support community-based homeless programs.
The NOFO outlines the maximum amount each Continuum of Care (CoC) is eligible to receive and sets the expectations, requirements, and timelines for all applicants. Locally, the Palm Beach County CoC, known as the Homeless & Housing Alliance (HHA), is releasing its FY 2025 CoC Local NOFO on November 24, 2025 in response to HUD’s national announcement.
The release of the local NOFO begins the Palm Beach County competition process and ensures that both the HHA and the Collaborative Applicant fulfill all federal requirements and deadlines for the FY 2025 CoC Program Competition. The local applications open on November 24, 2025 and close on December 15, 2025. In addition to this NOFO, applicants are strongly encouraged to read the HUD CoC NOFO which can be accessed here: https://www.
grants. gov/search-results-detail/360861 . Please click on Related Documents and then on Full Announcement.
THE DEADLINE DATE FOR THIS COMPETITION HAS BEEN EXTENDED TO JANUARY 16, 2026. Notice Regarding HUD’s Withdrawal of the FY 2025 CoC NOFO On December 8, 2025, HUD announced the withdrawal of the FY 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). https://www.
hud. gov/hud-partners/community-coc [hud. gov] Our local CoC is awaiting updated guidance and a revised NOFO from HUD.
The CoC Local Project NOFO deadline for submission of applications has been extended to January 16, 2026. As it is unknown whether HUD will have issued a new NOFO before that date, all application questions will be in SAMIS. It will not be necessary to upload an application from e-snaps.
The SAMIS application will be modified to collect the necessary information and will be posted in the near future. Please note that any changes issued by HUD—including updates to scoring criteria, required documentation, timelines, or application components—may result in corresponding adjustments to our local CoC NOFO materials, local application questions, deadlines, ranking processes, and review timelines.
We will update our website and notify applicants as soon as HUD releases updated guidance . By participating in the local competition, applicants acknowledge that all local processes and requirements are subject to change based on HUD’s final FY 2025 CoC NOFO.
