Emergency Solutions Grant (ESG), Housing Assistance Program (HAP), and Homelessness Prevention Program (HPP) (EHH Program) is sponsored by Wisconsin Department of Administration, Division of Energy, Housing, and Community Resources (DEHCR). The EHH Program combines federal Emergency Solutions Grant (ESG) funds and state Housing Assistance Program (HAP) and Homelessness Prevention Program (HPP) funds to address homelessness.
These funds are allocated to lead applicants in each HUD or local Continuum of Care (CoC) and can be used for rapid re-housing, homelessness prevention, emergency shelter, street outreach, Homeless Management Information Systems (HMIS), and administrative costs. Nonprofits are eligible as sub-recipients through their local CoC.
