Emergency Solutions Grant (ESG) Emergency Solutions Grant (ESG) The HEARTH Act revised the Emergency Shelter Grants Program to create the Emergency Solutions Grant (ESG). ESG recipients and subrecipients use Emergency Shelter Grants Program funds to rehabilitate and operate emergency shelters and transitional shelters, provide essential social services, and prevent homelessness.
The ESG program provides funding to: Engage homeless individuals and families living on the street; Improve the number and quality of emergency shelters for homeless individuals and families; Provide essential services to shelter residents; Rapidly re-house homeless individuals and families; and Prevent families and individuals from becoming homeless.
ESG funds may be used for five program components: street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance, and HMIS; as well as administrative activities (up to 7. 5% of a recipient’s allocation can be used for administrative activities). Recipients must match grant funds with an equal amount of contributions, which may include cash, donated buildings or materials and volunteer services.
Applicants must utilize HMIS to provide reports to Miami-Dade County through the Homeless Trust.
