Emergency Water Assistance is sponsored by El-Ada Community Action Partnership. Emergency Water Assistance is available year-round for income-qualifying households receiving service specifically from the City of Boise, City of Meridian, or Veolia. This assistance supports households facing emergency water, sewer, or trash situations.

Utility Assistance | El-Ada Community Action Partnership Utility Assistance in Idaho – Keep Your Home Safe and Warm When energy bills rise, no family should have to choose between heating and food. El-Ada helps households in Ada, Elmore, and Owyhee counties get help paying utility bills. ​ ​ One-time payment sent directly to your utility company.

Covers your main heating source. Available once each winter season (starts around November 1 depending on when federal funding is released). For households facing disconnection or already shut off by Idaho Power or Intermountain Gas.

You may qualify for both regular LIHEAP and Crisis if eligible. Year-round assistance, depending on funding. Emergency Water Assistance is available year-round for income-qualifying households receiving service specifically from the City of Boise, City of Meridian, or Veolia.

This assistance supports households facing emergency water, sewer, or trash situations. Eligible clients may receive assistance once per year. El-Ada assisted 5,227 households with energy assistance in FY 2025.

Utilities must be in a household member's name to receive a benefit. Open an Application: Eligible households with active SNAP (formally known as Food Stamps) can complete an application over the phone . For clients who do not receive SNAP, the application options include email, picking-up an application from one of our offices, and in some cases, mail.

Outreach is available for disabled and elderly clients who cannot drive. Complete an Application: To complete an application, each household member must provide verification of income. Households must also submit a copy of their utility bill and provide information about each member of their household.

LIHEAP Income Eligibility 60% of the State Median Income 150% of the Poverty Income Guidelines Project Share is a year-round energy assistance program launched by Idaho Power Company in 1982 to help qualified households with heating and cooling costs. Funded by donations from Idaho Power customers and IdaCorp shareholders, the program is administered by The Salvation Army and distributed through regional outreach offices.

Determine Eligibility: Eligibility is based on gross income for one month of all household members. Applicants must reside at the service address and have a current account with Idaho Power. Utilities must be in a household member's name to receive a benefit.
