Energy Bill Assistance is sponsored by Orange County, Florida. Offers assistance to eligible households in Orange County to help with energy bills during emergencies or weather-related crises.

You are here: Community & Family Services Get help paying your power bill in an emergency or weather related crisis. We can also help if you simply can't afford a larger than expected bill. LIHEAP Crisis Benefit may be used to connect, reconnect or prevent disconnection of home energy only.

Citizens may receive up to $1,000 in Crisis benefits in a LIHEAP Fiscal Year. LIHEAP Home Energy Credit may be used to help eligible households in meeting the costs of home energy. An emergency or crisis is not an eligibility requirement for this type of benefit.

Citizen may receive one Home Energy Credit in a 12 month period. Weather-Related Conditions Assistance This is used upon declaration or order by the Florida Department of Economic Opportunity, Governor or President, that a crisis or emergency exists due to weather-related conditions. You must be a legal resident of Orange County and have a gross household income no more than 150% of the Federal Poverty Income Guidelines. View Income Guideline Chart Maximum Annual Household Income Maximum Income Values are the greater of 60% SMI (family size 1-8) or 150% FPL (Family size 9-20) *These Figures are based on the FLORIDA COMMERCE LIHEAP PROGRAM PAYMENT MATRIX FFY2026 published on September 30, 2025 .

For eligibility, you may need to submit the following required documents with the energy bill assistance application: Copy of Photo Identification for the applicant Birth Certificates for all household members (or other proof of US citizenship or benefit-eligible alien status) Current Utility Bill and if bill is not in applicant’s name, a copy of current lease (proof of utility obligation) Proof of Income for all household members (proof of income may be but not limited to): Copies of award letters from Social Security, SSI, SSDI, VA, TANF/Wages, etc. Copy of pay stubs for last 30 days Letter or print-out from employer(s) Statement of financial support from family, friends or other agencies Self-Declaration of income statement (signed) Self-Declaration Form: English | Spanish Certification letter from Section 8/HUD/Orlando Housing Authority showing amounts of monthly Utility Allowance, Reimbursement or proof of Flat Rent.

(Applicants may need to pay the monthly utility amount(s) prior to LIHEAP awarding benefit) Copy of Food Stamps Award Letter (if applicable) Effective Thursday, December 21, 2023: Due to funding availability, the LIHEAP program temporarily is unable to distribute or accept new applications for energy bill assistance. We will resume accepting and processing utility assistance applications according to availability of funds.

For questions or additional resources, you may call the LIHEAP line at (407) 836-7429, Monday - Friday Due to funding limitations, only applicants in imminent danger of disconnection with a past due bill or service disconnection and have not received LIHEAP services within the past 6 months will be eligible to apply, in accordance with funding availability.

Applicants must meet both standards to receive an application: 1) Electric Bill (electric only) must be past due , or service disconnected 2) Customer has not received LIHEAP services within the past 6 months How to Apply for Energy Bill Assistance If you meet the standards to apply, a paper application can be mailed to you by calling the LIHEAP line at (407)836-7429, Monday, Tuesday and Wednesday 8:30am-12pm.

Notice: The FASTRACK application portal is temporarily unavailable to accept online applications How to Apply for Energy Bill Assistance: According to funding availability, eligible Orange County residents may apply for LIHEAP benefits through our online LIHEAP application portal below. All required documents must be uploaded at the time of the application submission for consideration of services.

Incomplete applications or those missing documentation could result in a denial of services. The application is available in English, Spanish, and Creole . The same portal may also be used to check your application status and upload any additional requested documents .

Important Note: If you have received a Home Energy Credit within the last 12 months, you may only qualify for the Crisis Benefit . To be eligible for the Crisis Benefit, one of the following conditions must apply: You have less than 7 days of usage remaining on your Power Pass (OUC customers only), You have received a disconnection notice or past-due notice , or Your power has already been disconnected .
