Energy Savings Assistance Program (ESA)

Energy Savings Assistance Program (ESA) is sponsored by CPUC. Offers no-cost weatherization services to consumers who meet the CARE or FERA income limits.

For deed restricted properties, the owner must certify that at least 65% of the tenant households meet the ESA income guidelines. For non-deed restricted properties, the owner must certify that at least 80% of the tenant households meet the ESA income guidelines. Energy efficiency services provided differ by the two programs and encompass in unit, common area and whole building treatments.
