Energy Technology Innovation Partnership Project # Energy Technology Innovation Partnership Project The U.S. Department of Energy's (DOE) Energy Technology Innovation Partnership Project (ETIPP) works alongside coastal, remote, and island communities that are seeking to improve the resilience, affordability, and reliability of their energy systems.
ETIPP helps these communities overcome the unique geographical and logistical challenges that limit their access to affordable, reliable, and secure energy resources. This multi-year, cross-sector technical assistance program applies a tailored approach to each participating community.
Leveraging the experience and expertise of its partner network—a broad coalition of local stakeholders, regional organizations, national laboratories, and DOE offices—ETIPP helps communities proactively identify and implement solutions that suit their particular needs. ETIPP offers two tracks: strategic energy planning (four to eight months) and deep-dive technical assistance (12 to 24 months) for specific energy projects.
Selected communities receive support for a project scoping phase, followed by energy planning and analysis projects that: * Address the community's energy priorities, goals, challenges, and opportunities. * Advance the community's ability to implement strategic, whole-systems solutions. * Develop replicable approaches that can add value in neighboring communities, or those with similar characteristics.
In addition to direct funding, communities participating in ETIPP can expect substantial in-kind support from partnering national labs in the form of energy analysis, planning, and, where appropriate, support for leading-edge technology solutions. ETIPP regional partners also provide general program guidance and education.
ETIPP uses the Energy Technology Innovation Initiative's (ETI's) proven framework to find solutions to community energy challenges and share best practices and innovations. The program has supported 95 projects since its inception in 2020. ## Learn More About ETIPP ETIPP is managed by the National Laboratory of the Rockies (NLR).
For more information about the program, application process, participating communities, and additional resources, visit NLR’s ETIPP website, or contact ETIPP@nlr. gov with questions. Committed to Restoring America’s Energy Dominance.

Past winners and funding trends for this program
On August 24, 2026, DOE and SBA signed a memorandum of agreement creating the Small Business Investment Company-Energy Initiative, pointing a $58 billion SBA-leveraged investment program at DOE's technology priorities. No application, no NOFO, no deadline. Here is how SBIC capital actually works, why a January 2026 rule change made this possible, and what a company sitting on a DOE Phase II award should do about it.
Read articleThe Department of Energy's Office of Critical Minerals and Energy Innovation is spending to break America's 95% dependence on foreign rare earths. The strategy is unusual: recover critical materials from the waste streams of coal plants, smelters, and refineries that already exist. Here is the full funding architecture — the $75M just awarded, the $500M battery-materials round, the $1B pipeline behind them — and how an industrial operator should position for what comes next.
Read articleOn July 20, 2026, the EDA announced it intends to invest $169 million across six Regional Technology and Innovation Hubs — quantum, nuclear, critical minerals, biosecure manufacturing, pharmaceuticals, and forest bioproducts — after the Trump administration rescinded the Biden-era Phase 2 awards and reran the competition. Only two of the original winners survived. Here is the full breakdown of the six hubs, why four prior awardees were dropped, and what the re-award teaches regional coalitions about competing for the next round.
