Description of the Need (20%): Describe the problem of human trafficking (sex and labor) within the targeted geographic area, including what is known/unknown, current identification efforts, gaps in response, number of victims served in past 3 years, supporting data (local/state/federal investigations, prosecutions, victim counts), and challenges to addressing survivor service needs.
Project Goals and Objectives (15%): Describe project goals (broad visionary statements), specific objectives (concrete outcomes), alignment with NOFO goals, and how the project will enhance the community's response to labor trafficking.
Project Design and Implementation (35%): Describe task force membership, leadership, and structure; task force coordinator/director role and full-time funding; specific services provided and by whom; handling of trafficking tips, investigations, and prosecutions (including volume, sources, staffing plans, outreach strategies); how survivors are integrated into task force efforts; existing or planned multi-disciplinary protocols; and for Category 2/3: evidence of increased victim identification.
Capabilities and Competencies (15%): Describe applicant capacity to deliver the project and collect performance data; relevant past/current projects demonstrating ability to undertake proposed activities; experience of key team members and proposed partners in responding to all types of human trafficking.
