Environmental Finance Center - US Water Alliance Support community-driven water solutions. Give Today → Environmental Finance Center In 2023, the US Water Alliance became a national Environmental Finance Center (EFC).
Through our EFC designation, we provide technical assistance to communities that have historically been underserved, helping them access federal funds for drinking water, wastewater, and stormwater infrastructure improvements. Technical Assistance Definition Technical assistance is a targeted service that the US EPA offers to support communities that may not have the capacity or resources to apply for federal funds on their own.
Technical assistance includes identifying water quality issues, developing long-term plans, building organizational capacity, and putting together successful applications to access federal infrastructure funding. The 2021 Infrastructure Investment and Jobs Act promises over $50 billion in national water infrastructure investments.
These funds are an opportunity to transform water infrastructure across the country, improving both public health and the environment. But accessing these funds can be challenging—particularly for the communities that need them most. As a technical assistance provider, the Alliance helps underserved communities plan for, obtain, and implement federal funds, delivering long-term benefits.
While our work varies depending on each community’s distinct water infrastructure needs and challenges, we strive to meaningfully and holistically engage the communities we work with, develop comprehensive plans, and pursue a sustainable water future. The US Water Alliance is also part of the EPA’s Community Solutions Team Pilot Project to help communities access resources to apply for federal water infrastructure funding.
Through this work, the Alliance led a video storytelling project to document the approach, lessons learned from the pilot, and community stories that emerged throughout the process.

In addition, we partner with the University of North Carolina at Chapel Hill and the Southwest EFC to provide technical assistance in EPA Regions 4 (Southeast) and 6 (South Central).
