Environmental Justice Collaborative Problem-Solving Cooperative Agreement Program (EJCPS) - American Cities Climate Challenge Environmental Justice Collaborative Problem-Solving Cooperative Agreement Program (EJCPS) Office of Environmental Justice and External Civil Rights (OEJECR) To help eligible organizations build collaborative partnerships with other stakeholders (e.g., local businesses and industry, local government, medical service providers, academia, etc.) to develop solutions to environmental or public health issue(s) at the community level.
Applicant and/or Project Eligibility Requirements Eligible organizations include community-based nonprofit organizations (CBOs) or CBO partnerships. CBOs with 5 or fewer full-time employees are eligible for the Small Community-based Nonprofit Set Aside.
Decarbonization Considerations Applications must propose one of the following: (1) community-led air and other pollution monitoring, prevention, and remediation, and investments in low- and zero-emission and resilient technologies and related infrastructure and workforce development that help reduce greenhouse gas emissions and other air pollutants; (2) mitigating climate and health risks from urban heat islands, extreme heat, wood heater emissions, and wildfire events; (3) climate resiliency and adaptation; (4) reducing indoor toxics and indoor air pollution; or (5) facilitating engagement of marginalized communities in Local, State and Federal public processes, such as advisory groups, workshops, and rulemakings.

On June 11, 2026, U.S. District Judge Richard Gergel ruled that the EPA's February 2025 termination of the $2.8 billion Environmental and Climate Justice Block Grant Program — created by Section 60201 of the Inflation Reduction Act — was arbitrary, capricious, and unlawful. The ruling voids the termination but does not order the EPA to resume the program, leaving the September 30, 2026 statutory deadline as the binding constraint. For the 116 grantees and the coalition of nonprofits, cities, and tribal partners that were already in award negotiations, the next 105 days will determine whether the program survives in any operational form or migrates entirely to the Court of Federal Claims as a damages action.
