The Environmental Justice Thriving Communities Grantmaking Program RFPs – Environmental Protection Network EPA’s Environmental Justice Thriving Communities Grantmaking Program (EJ TCGM) provides $600 million in pass-through funding for regional and national Grantmakers to issue thousands of subgrants to community-based nonprofits and others for assessment, planning, and project development activities.

Funding Available: $48 million will be awarded to New England community-based organizations, environmental justice organizations, nonprofits, Tribal governments (both federally and state recognized), and other entities representing underserved, urban, rural, Indigenous, remote, and capacity-constrained communities in Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont.

Region 2: Fordham University’s Flourishing in Community initiative Request for Applications – Funding Available: $40 million to support community-led environmental justice projects across New York, New Jersey, Puerto Rico, the U.S. Virgin Islands, and eight federally recognized Indian nations. – Application Deadlines: Applications will be accepted on a rolling basis , and the grantmaker will operate for a three-year duration .

Region 3: Green and Healthy Homes Initiative ’s (GHHI) Request for Applications – Funding Available: $40 million in grants to fund 171 eligible projects in historically disinvested communities throughout EPA’s Region 3: Delaware, District of Columbia, Maryland, Pennsylvania, Virginia, West Virginia, and 7 federally recognized tribes.

Region 8: Mountains and Plains Environmental Justice Grants Hub (MAP EJ) Tier 1-3 Competitive Request for Applications and Tier 1 Non-Competitive Request for Application – Funding Available: $48 million in grants to fund six states (Montana, North Dakota, South Dakota, Wyoming, Utah, and Colorado) and 28 federally recognized tribal nations.

Region 10 : Philanthropy Northwest Type 3 Grant Request for Applications – Funding Available: $40 million in grants over the next three years in Alaska, Idaho, Oregon, Washington and tribal nations in these four states. – Application Deadlines: Applications are accepted on a rolling basis for the window in which that grant type is open. And go here to access the portal for application submission. National Region 1-Region 3: Institute for Sustainable Communities (ISC)/: Applications are open for referred organizations and are accepted on a rolling basis until December 2026, with notification of award every three months.
The Environmental Justice – Eastern Regional Grantmakers (EJ-ERG) recommends organizations in EPA Regions 1, 2, and 3 first apply to their appropriate regional program. As a National Grantmaker, EJ-ERG focuses on supporting, coordinating, and providing oversight to Regional Grantmakers. Regional Grantmakers may then refer selected applicants to the national program.
Some reasons for these referrals may include: Entities that have Conflict of Interest with Regional Grantmakers Entities that have translation needs Entities that are recommended by Regional Grantmakers Entities that are recommended by the Advisory Council Entities that propose projects that span across multiple regions or states.

Parkland Acquisitions and Renovations for Communities (PARC) Grant Program is a grant from the Massachusetts Executive Office of Energy and Environmental Affairs that funds the acquisition and development of public parkland and outdoor recreational facilities. Eligible applicants include Massachusetts cities of any size and towns with 35,000 or more year-round residents that have an established park or recreation commission and an approved Open Space and Recreation Plan. Smaller communities may qualify under small town, regional, or statewide provisions. Awards reach up to $425,000, with a deadline of July 8, 2025. The program supports community green space, conservation, and recreational access across the Commonwealth.
Bats for the Future Fund is a grant from the National Fish and Wildlife Foundation (NFWF), in partnership with the U.S. Fish and Wildlife Service, that funds efforts to slow or halt the spread of white-nose syndrome (WNS) disease and support the recovery of affected bat populations in North America. Funded projects may address disease treatment, habitat conservation, population monitoring, or public education strategies that contribute to bat species survival. Additional support is provided by NextEra Energy Resources through its charitable foundation. Eligible applicants include researchers, nonprofits, universities, and government agencies with relevant conservation expertise. Awards range from $50,000 to $250,000, with the 2025 deadline on August 14, 2025.
Northern California Environmental Grassroots Fund is a grant from Rose Foundation for Communities and the Environment that funds small and emerging grassroots organizations in California building climate resilience and advancing environmental justice. The fund prioritizes groups rooted in historically marginalized communities, including BIPOC, frontline, and low-income populations, with strong advocacy, organizing, and outreach components. Eligible applicants are nonprofit organizations or fiscally-sponsored groups with annual income or expenses of $150,000 or less; government agencies, colleges, and universities are not eligible. Awards typically range from $4,000 to $7,500, with a maximum of $7,500.
On June 11, 2026, U.S. District Judge Richard Gergel ruled that the EPA's February 2025 termination of the $2.8 billion Environmental and Climate Justice Block Grant Program — created by Section 60201 of the Inflation Reduction Act — was arbitrary, capricious, and unlawful. The ruling voids the termination but does not order the EPA to resume the program, leaving the September 30, 2026 statutory deadline as the binding constraint. For the 116 grantees and the coalition of nonprofits, cities, and tribal partners that were already in award negotiations, the next 105 days will determine whether the program survives in any operational form or migrates entirely to the Court of Federal Claims as a damages action.
