Equity and Access Grant Program Equity and Access Grant Program The Equity and Access (E&A) Grant Program was initially created with 3 separate grant accounts to implement the Budget Act of 2022 (AB 179) and incorporate its statutory purpose. The funding for the initial 3 accounts was awarded or reallocated to other state purposes by the end of June 2024. However, new funding has been allocated to the E&A Grant Program.
In September 2024, the California Legislature appropriated $2,000,000 in the Budget Act of 2024 (AB 157) from the Aliso Canyon Recovery Account. In April 2025, Resolution M-4875 was passed to implement AB 157.

This resolution proposes awarding $581,824 from the Clean Energy Access: LA County TECH (CEA-LAT) Grant to support community-based outreach and education efforts focused on building decarbonization, electrification technologies, healthy homes, and access to TECH Clean California incentives in Los Angeles County, prioritizing the Aliso Canyon Disaster Area and the San Fernando Valley.
Grant funding supports three non-profit organizations: Climate Resolve , proposed funding: $200,000 El Sol , proposed funding: $199,971 International Institute of Los Angeles , proposed funding: $181,853 CEA-LAT Grant funding supports these organizations in delivering multilingual workshops, grassroots outreach, educational materials, and technical assistance to increase resident awareness of the benefits of decarbonization and facilitate access to TECH Clean California incentives.
CPUC staff ministerially awarded $715,109 in grants under $150,000 to five non-profit organizations: Breathe Southern California : $137,284 East LA Community Corporation : $149,995 Pacoima Beautiful : $144,083 US Green Building Council California : $149,944 These five awards will also be used to fund outreach and education on TECH Clean California, building decarbonization, electrification technologies, and healthy homes in Los Angeles County.
Clean Energy Access: LA County TECH Grant Cycle 2 The Clean Energy Access: LA County TECH (CEA-LAT) Grant will be accepting a second cycle of applications from February 2, 2026 to April 30, 2026 at 11:59pm.
The CEA-LAT Grant will provide up to $200,000 in funding to Community Based Organizations (CBOs) in Los Angeles County that perform outreach and education on the Technology for Equipment and Clean Heating Clean Initiative (TECH Clean CA). It focuses on building decarbonization, healthy homes, electrification technologies, and health-related impacts.
Application Opens: February 2, 2026 Application Closes: April 30, 2026 Award Notification: June 15, 2026 Proposals will undergo a competitive selection process. Please refer to the CEA-LAT Grant Guidelines and application forms, located on the right sidebar under Applicant Resources, to create a complete and competitive application. A webinar on the CEA-LAT Grant and TECH Clean CA was held on April 23, 2025.

Only California tax-exempt organizations under Section 501(c)(3) of the Internal Revenue Code may apply.
