ESHB 2015 establishes a $100 million statewide grant program, administered by the WSCJTC, to support eligible local and tribal law enforcement agencies seeking funding to support hiring, retaining, and training personnel. Funding is available through June 30, 2028.

Funding may be used to h ire new entry-level law enforcement officers, s upport co-response teams including peer counselors and behavioral health professionals, c over required training including crisis intervention and trauma-informed practices, and s upport community outreach. We are still reviewing grant applications from Round 1 and we will continue working with you to come into compliance. You will not lose your place in the line. 🔷 How long will you accept application during Round 2?

HB 2015 grant applications will be accepted for 45 days, through August 15, 2026. 🔷 Will there be more funding rounds after Round 2? We expect this could be the final round for awarding grants.

However, we will not make a final determination until we see how many grant requests are submitted by August 15, 2026. 🔷 What if you have funding left after Round 2? There is a possibility we will have funds remaining after round 2.

Additionally, we anticipate some agencies may not expend all of their funding from rounds 1 and 2 at the grant end date, June 20, 2028. If this happens, we will have a third round composed of unspent funds, open to previously qualified agencies . 🔷 How many agencies have applied for grants to date?

In round 1 we received a total of 34 grant applications. 🔷 How much has been awarded to date? As of July 1, we have awarded 15 grants for a total of $39.

6M. 🔷 How does the new officer salary cap work? The grant can fund 75% of your actual entry-level salary and benefits, up to $125,000 a year.

Avoid these Common Mistakes Grant FAQs: Your Questions, Answered 🔷 Does my jurisdiction have to enact the ESHB 2015 tax in order for my agency to apply for a grant?

No. There are three pathways to be eligible for a grant. Only one is required. Either, An agency's jurisdiction must enact the sales & use tax pursuant to ESHB 2015, or An agency has to have received funding from the sales & use tax for criminal justice purposes pursuant to RCW 82.

450. 🔷 My jurisdiction has already completed the sales & use tax application. Do we need to resubmit another application?

No, you do not need to resubmit the full application. You will need to submit the Post-Tax RCW 43. 101.

540 (ESHB 2015) grant application, which is available on our website, that removes the agency policy and practices requirements that you completed for the Sales & Use Tax Authorization Verification Form. 🔷 Can an agency apply in more than one funding round? Yes.

Agencies may apply in any open funding round, provided they meet eligibility and compliance requirements at the time of award. 🔷 How are grant funds distributed? Grant funds are generally distributed on a reimbursement basis.

An exception may apply for certain training-related expenses, as allowed under RCW 43. 101. 540.

Expenses are eligible for reimbursement from the date WSCJTC verifies that the agency meets the grant criteria.

540 provides that only local and tribal law enforcement agencies may be awarded grants. Contract cities can work with their contracted law enforcement agency/agencies to access grant funding. While the law enforcement agency must make the grant application, those funds may be used for allowable uses, including broader law enforcement and public safety efforts (see RCW 43.
