ESTCP FY 2027 Solicitation - Installation Energy & Water The ESTCP Installation Energy & Water FY 2027 solicitation was released February 3, 2026. ESTCP projects are formal demonstrations in which innovative technologies are rigorously evaluated.
Demonstrations are conducted at DoW facilities and sites to document improved efficiency, enhanced resilience, and cost savings. Below are instructions and cost spreadsheets for submitting a pre-proposal. Researchers from Federal organizations, universities, and private industry can apply for ESTCP funding.
DoW organizations should refer to the FY27 DoW instructions, other Federal organizations should refer to the FY27 Federal Instructions, and private industry and universities should refer to the FY27 Broad Agency Announcement (BAA) Instructions. m. ET. Submittals must follow the directions as described in the instructions.
