Partners and Stakeholders EU‑FCCB Programme National Component Grant Scheme Improving Papua New Guinea Smallholder Participation in “Deforestation-Free” Value Chains Under the European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme – National Component implemented by Expertise France The EU‑FCCB Programme National Component Grant Scheme is a €6 million initiative designed to strengthen community‑based conservation and sustainable development in Papua New Guinea (PNG).

It supports consortia of non‑profit organisations to deliver sub‑grants, training, and capacity‑building activities across at least three of PNG’s four regions and three of six target provinces (East Sepik, West Sepik, Morobe, Jiwaka, New Ireland, and Bougainville). To expand and consolidate economic opportunities for PNG traditional landowners through “deforestation-free” and sustainable livelihoods.

This includes commodities pipelined for conservation accreditation or branding, by enhancing linkages with environmentally and socially responsible private-sector actors and strengthening capacity in conservation commodity best practices, forest management, benefit-sharing mechanisms, and community governance. The total funding available for this grant is EUR 6 million (~PGK 30 million) .

The selected grant recipient will be expected to: Allocate subgrants to eligible Community-Based Organisations (CBOs), Civil Society Organisations (CSOs), and environmentally and socially responsible Private Sector Organisations (PSOs), and deliver a training and knowledge-sharing package. Allocation: 70% for programme activities (sub‑grants, training, monitoring) and 30% for operational costs.

Indirect costs: Institutional overhead capped at 7%. No co‑financing required , though consortia may seek contributions from private sector partners. All activities must conclude by 31 December 2028 .

Projects must be site‑based, engaging customary landowners and well‑organised communities committed to safeguarding forests and reforestation areas. Community Grants: Up to €40,000 each, supporting ~30 CBOs, with at least 20% being first‑time recipients. Medium‑Sized Grants: Up to €200,000 each for CSOs and responsible private sector organisations to develop deforestation‑free value chains.

Beneficiaries are selected through transparent processes proposed by applicants. Training and knowledge‑sharing are central, covering: Community governance, legal literacy, and conflict resolution. Gender equity, leadership, and succession planning.

Project and financial management, donor compliance, and conservation techniques. Peer‑to‑peer mentoring among PNG communities. This scheme is designed to empower PNG communities, strengthen conservation practices, and integrate smallholders into sustainable, deforestation‑free value chains while building long‑term capacity and resilience.

The Sub-Grant Schemes & Training and Knowledge-Sharing Training and Knowledge-sharing Package ( SMALL GRANTS – UP TO €40,000 EACH) The value of the community grants that the grant recipient and/or its partners would subgrant to CBOS is limited to amounts of €40,000 or less each.

Training and Knowledge-sharing Package (DEFORESTATION-FREE VALUE CHAIN GRANTS – UP TO €200,000 EACH) These grants are for proposed 2-year projects up to or less than €200,000 each. Knowledge Sharing: PNG communities, more experienced in conservation, environmental education, and sustainable development work, have naturally become effective peer coaches and mentors.
