IF25 Hydrogen Auction - Climate Action - European Commission The Innovation Fund 2025 Hydrogen Auction (IF25 Hydrogen Auction) was launched in December 2025 with a budget of €1. 3 billion raised from the auctioning of EU Emissions Trading System (EU ETS) allowances.
This third auction under the European Hydrogen Bank supports the production of renewable fuels of non-biological origin (RFNBO) hydrogen and also, for the first time, electrolytic low-carbon hydrogen. The auction also includes a new topic for suppliers of hydrogen to maritime or aviation off takers.
Projects selected under the auction will receive support in the form of a fixed premium payment upon verified and certified production of hydrogen for a maximum period of 10 years.
The following three topics are covered in the call: Topic for RFNBO hydrogen production – €600 million available Topic for RFNBO and/or electrolytic low-carbon hydrogen production – €400 million available Topic for RFNBO and/or electrolytic low-carbon hydrogen production supplied to the Maritime or Aviation sectors – €300 million available The following tables provide an overview of selected projects who have been invited to begin the Grant Agreement Preparation (GAP) process as of June 2026.

Upon grant signature, they will receive a total of €1. 09 billion in financing sourced from EU Emission Trading System (EU ETS) revenues. The projects are expected to install almost 1.
1 giga-watts of electrolyser capacity and produce over 1. 3 million tonnes of hydrogen over their first 10 years of operation. In June 2026, after eligible reserve list projects had been transferred to participating Member States, the Innovation Fund used remaining unallocated funds to invite four additional reserve list projects to begin preparing their grant agreements with the Commission.
These four projects will receive €147. 73 million and are planning to install 77 megawatts of electrolyser capacity and produce 111,000 tons of hydrogen in their first 10 years of operation. This now brings the total number of selected projects to 13, with grants covering more than 95% of the available IF25 Hydrogen Auction budget.
