To support this, the Economic Development Authority (EDA) has launched a Façade Improvement Grant Program. This program provides financial assistance to encourage property owners to invest in exterior building improvements that enhance the downtown’s appearance , attract visitors, and maintain property values.

Owners or commercial tenants (with the owner’s approval) of commercial buildings located along: 7th Avenue E from 1 st St N to Highway 120 Margaret Street from 7 th Avenue E to Highway 36 Excludes the North St. Paul Post Office. Both for-profit and nonprofit organizations are eligible.

com/categories/1105/record-types/6645 Grants cover 50% of eligible project costs , up to $20,000 per property . Minimum project size: $5,000 ($2,500 grant). Total program funding available: $200,000 .

Reimbursement only : Projects must be completed and paid for before receiving funds. Applications are accepted year-round on a rolling basis.

All improvements must be visible from a public street or sidewalk : Exterior painting or siding Masonry repair or tuckpointing Restoration of original finishes/materials Replacement of windows/doors (must be appropriate to building style) Removal of inappropriate exterior materials New signage (as part of a larger façade improvement) Design costs (up to 25% of total project cost) Other similar improvements Permits are required for most improvements.

Interior, rear, or side improvements not visible from the street Roofing, HVAC, mechanicals, or security systems Parking areas or standard fencing (decorative fencing may qualify) Tools, equipment, or labor by owners, employees, or anyone with financial interest Work completed before grant approval Step 1: Check Eligibility Property must be within the eligible area and up to date on property taxes.

Work must be done by a licensed contractor (unless materials only). This is a reimbursement program—private match must be paid before grant is issued. Contact the Community Development Department to discuss your project: nspcd@northstpaul.

org | (651) 747-2407 Step 3: Submit Your Application Completed application and participation agreement Project description, sketches, and before photos Contractor bid (must include evidence of insurance/bonding) If self-performing work, only material costs are eligible Step 4: Application Review The EDA will evaluate applications based on: Current condition of the building Visual impact of improvements Preference for projects with structural repairs If approved, you’ll receive a signed participation agreement allowing you to begin work.

Make sure all required permits are secured. Step 6: Complete the Project Projects must be finished within 9 months of approval. Submit the following for reimbursement: Final inspection from Community Development Contractor's final invoice Proof of payment (choose one): A lien waiver from the contractor Cancelled check and signed receipt from the contractor Email nspcd@northstpaul.
