Announcement Factory-Built Housing Regional Pilot Program Round 3: Open for Applications Published: February 13, 2026 $10 Million in Funding Available The application period for Round 3 of the California Strategic Growth Council’s (SGC) Factory-Built Housing Regional Pilot Program (FBH Program) is now open!
Around $10 million in awards is available this round. Building on knowledge gained from the first two rounds of funding, Round 3 offers Catalyst and Planning Grants to grow regional capacity for factory-built housing. The FBH Program makes strategic investments in innovative models for regional collaboration, planning, and implementation that can be adapted and scaled across the state.
Applications are being accepted from now until early May! Find the Notice of Funding Availability (NOFA) and application materials on the FBH Program Round 3 webpage . Recognizing that each region faces unique barriers to housing production (e.g. fragmented permitting processes, aging infrastructure, and limited local capacity), the FBH Program emphasizes approaches tailored to local contexts.
While the FBH Program offers applicants flexibility in designing regional approaches, all requirements, applications, and scoring criteria are anchored in four program objectives : Building Regional Networks and Capacity Reducing Greenhouse Gas Emissions Delivering Co-Benefits for California Communities Applicants must clearly demonstrate how their proposed projects will advance this framework and contribute to California’s broader housing and climate goals.
To support the development of competitive FBH Round 3 applications, SGC will make no-cost technical assistance (TA) available to some FBH applicants. Applicants intending to apply for a FBH Catalyst or Planning Grant can request application TA by emailing the FBH Program at factorybuilthousing@sgc. ca.
gov with the subject line FBH Round 3 Technical Assistance Request by no later than 11:59 p. m. PST Wednesday, April 15.
The SGC will also provide office hours, on a biweekly basis, to answer broader application-level questions that may come up during the application process. Specific dates for these office hours will be posted on the FBH Program webpage. For questions, email the team at factorybuilthousing@sgc.
