Fairfax Innovation for Research, Science, and Technology Program The Fairfax Innovation for Research, Science, and Technology (FIRST) program is intended to provide participants with the physical address needed for funding applications, while alleviating the financial burden of a lease before substantial funding is received.
FIRST supports early-stage entities that seek to advance the development or application of emerging technologies. Fairfax City residents and employees of Fairfax City businesses can now enhance their career opportunities at no cost through Upskill Fairfax City, a new tuition assistance program from Fairfax City Economic Development and Northern Virginia Community College. This initiative covers the FastForward tuition for select, high-demand FastForward programs for eligible participants.

Program Details & Course List Technology Zone (Business License Tax Abatement Program) Fairfax City has designated a Technology Zone which includes all commercial areas of the City.
This program offers special tax exemptions to Qualified Technology Businesses . This is offered to new or substantially expanding businesses primarily involved in technology-based products, processes, or services. The definition of tech business can be found here.
Qualified Technology Businesses, upon certification by Fairfax City and entering into a performance agreement, can benefit from exemptions for up to five years of Business License (BPOL) taxes. Application for Technology Zone Virginia Commercial Property Assessed Clean Energy Financing Fairfax City has joined Virginia’s Commercial Property Assessed Clean Energy (CPACE) program, giving eligible commercial, nonprofit, and multifamily property owners access to long-term, fixed-rate financing for energy and water sustainability measures—without upfront costs.
Improvements are repaid over time through a property tax assessment, often using future energy savings to offset costs. The program lowers financial barriers while supporting smarter buildings and Fairfax City’s sustainability goals. To learn more details about the program, click the link below.
Fairfax City Business Marketing Grant The Fairfax City Business Marketing Grant is designed to support businesses located and operating in Fairfax City by providing access to professional marketing services. A total of $25,000 will be awarded across at least five businesses, enabling them to procure marketing expertise tailored to their needs.
This initiative connects locally owned businesses with industry experts, providing tools and strategies to stay competitive, enhance visibility, and drive long-term success. UPDATE 02/14/2026: Applications for this program are currently closed. Mason Consulting Group Support The program will run from September through November 2025.
Businesses selected for participation will be paired with a team of 5 trained student consultants. Then, engagement begins with a kickoff meeting to discuss goals and set the project scope, followed by regular check-ins, and concludes with a final presentation of strategic recommendations. Facade & Interior Improvement Grant (FIIG) The Fairfax City Façade & Interior Improvement Grant (FIIG) helps facilitate the establishment of new businesses and aid in the expansion of existing businesses within Fairfax City. The grant is intended to reduce the costs associated with the design, repair and rehabilitation of buildings or other high-quality improvements.
FIIG provides financial assistance to new and existing businesses through reimbursing 50% of project costs, up to $20,000 for both façade and interior improvements, with preference given to projects that include façade improvements. This application must be submitted and approved, and a grant agreement entered into with the Economic Development Authority PRIOR to work commencing. Previously completed work is ineligible.
UPDATE 11/26/2025: Applications for this program are currently paused. Lease Incentives for Fairfax Tenants (LIFFT) The Lease Incentives for Fairfax Tenants (LIFFT) Program exists to attract businesses of all sizes to Fairfax City’s priority office buildings.
Potential lessees must enter into a minimum three-year commercial office lease, be a business that has not held a commercial lease in Fairfax City in the past year, or is an existing City business expanding their business footprint.
This grant may not be used to reduce rental rates in lease negotiations, but may be used by the incoming tenant for programs, personnel costs, infrastructure investment, rent payment, or any other operational needs. Update: 12/17/2025: Applications for this program are currently closed.
Women's Entrepreneur Grant Opportunity (WEGO) The Women’s Entrepreneur Grant Opportunity (WEGO) program is intended to boost women-owned businesses in Fairfax City. The program will allocate a total of $25,000 to five women-owned businesses located in Fairfax City, allowing them to procure consulting services aimed at enhancing their business capabilities.

Neighborhood Connected Grant Program The Fairfax City Neighborhood Connected Grant Program (NCGP) is a competitive grant program for non-profit organizations. The program will provide non-profit organizations an opportunity to apply for a one-time grant in the amount of $12,000 in support of a proposed program.
The goal of this grant is to support our partners’ capacity to develop more strategic, needs-based programming for economic development or economic development-adjacent work done in the City. Applications are no longer being accepted for this grant program.
