Family Empowerment Scholarship for Educational Options - EdChoice Federal Tax Credit for Scholarships Fiscal Research & Education Center Federal Tax Credit for Scholarships From Our Perspective Documentary Fiscal Research & Education Center Education Savings Account Family Empowerment Scholarship for Educational Options Participating Students (2025-26) Average Account Value (2025–26) Any Florida resident eligible for public school (K–12) may apply.
Priority is given to students from households earning up to 185% of the FPL and to children in foster or out-of-home care. Secondary priority goes to families earning up to 400% of the FPL. Parents apply through a universal application for both the Florida Tax Credit (FTC) and FES programs; students are first served under FTC until 75% of eligible contributions are used, after which FES-EO funds may be awarded.
Former Hope Scholarship recipients are also eligible. FES-EO ESAs are funded through the Florida Education Finance Plan and vary by grade and location. Funds are disbursed quarterly.
A separate appropriation offers transportation grants of $750 per household for K-8 students who attend a non-virtual public school that is different than their assigned district school.
Funding Mechanism: Florida Education Finance Plan (Last updated December 16, 2025) Qualifying expenses for education savings accounts include: private school tuition and fees, curriculum, physical and digital instructional materials, college courses, private tutoring, virtual education with Florida Virtual School or another approved provider, nationally norm-referenced testing, AP exams, and industry certifications, unbundled courses and services at a public district school, and using a choice navigator.
