Fanak General Fund for Artistic and Cultural Mobility

Fanak General Fund for Artistic and Cultural Mobility is sponsored by Fanak Fund. The Fanak General Fund is an independent civil society initiative promoting art and culture in Europe, the Arab-speaking world, and the wider Middle East.

For the mobility of artists and cultural operators ­Fanak Fund was launched as an in­de­pen­dent civ­il so­ci­ety ini­tia­tive, in June 2019 by a group of pro­fes­sion­als work­ing to pro­mote art and cul­ture in Eu­rope, the Arab-speak­ing world, and the wider Mid­dle East.

The Fund fa­cil­i­tates the mo­bil­i­ty and cre­ativ­i­ty of artists and cul­tur­al op­er­a­tors liv­ing and work­ing in this ge­o­graph­i­cal zone, to en­hance cul­tur­al and artis­tic de­vel­op­ment at the lo­cal lev­el and to favour mul­ti­lat­er­al con­nec­tions and net­work­ing.

Our ini­tia­tive aims for equal­i­ty, trans­paren­cy and sus­tain­abil­i­ty and pro­motes the re­spect of hu­man rights and cul­tur­al rights in par­tic­u­lar. Based on their ex­pe­ri­ence, the found­ing mem­bers of Fanak Fund, con­sid­er that: - The first ar­ti­cle of the De­c­la­ra­tion of Hu­man Rights de­mands "equal­i­ty in dig­ni­ty and in rights".

Sit­u­a­tions in which cul­tures dom­i­nate over oth­ers are there­fore un­ac­cept­able. - Our com­mon fu­ture will be struc­tured around peer to peer, in­stan­ta­neous and mul­ti­lat­er­al net­works and will no longer ac­com­mo­date for top>down or ex­clu­sive re­la­tions.

- It is more and more ev­i­dent, that the iso­la­tion (whether vol­un­tary or not) of a cul­tur­al ac­tor or artist di­min­ish­es his or her chances of sus­tain­abil­i­ty and lessens the im­pact of their mes­sage. Mu­tu­al­i­sa­tion is a must.

- Sus­tain­abil­i­ty of lo­cal cul­tur­al ini­tia­tives can only be achieved if an ap­pro­pri­ate re­sponse is giv­en to im­me­di­ate lo­cal needs, whilst at the same time pro­ject­ing strate­gies into the fu­ture which link up with oth­er lo­cal­i­ties else­where.

The cul­tur­al and artis­tic ini­tia­tives of civ­il so­ci­ety in the Arab-speak­ing world and the Mid­dle-East (and to a large ex­tent, in Eu­rope and Africa) must ap­pre­hend and adapt to these evo­lu­tions by build­ing up spe­cif­ic eco-sys­tems for each lo­cal con­text if they want to sur­vive and al­low lo­cal artists to ben­e­fit in a sus­tain­able way from their own work.

­Most cul­tur­al ac­tors and artists do not make these strate­gic choic­es be­cause they are dri­ven by ur­gency, they have dif­fi­cul­ties to in­vest in their fu­ture and do not suf­fi­cient­ly sub­scribe to col­lec­tive or mu­tu­al ac­tions. ­Many are aware that cur­rent cul­tur­al and artis­tic mo­bil­i­ty and ex­changes are in­suf­fi­cient com­pared to the needs and po­ten­tial ben­e­fits of such mo­bil­i­ty.

This is by and large due to habits from the past which gave pref­er­ence to top-down, sec­tor spe­cif­ic treat­ments, hard­ly ever peer to peer ex­change.

How­ev­er, the par­a­digm shift we need, can only take place through peer to peer meet­ings, dis­cov­er­ing new re­al­i­ties else­where, through phys­i­cal mo­bil­i­ty from place to place, planned with in­tel­li­gence, aim­ing to be pro­duc­tive and play­ing a role in the lo­cal and glob­al economies. ### Eth­i­cal Char­ter of Fanak Fund This char­ter as­serts the val­ues pro­mot­ed by Fanak Fund as ap­proved by the found­ing mem­bers.

Ap­pli­cants to the fund­ing pro­vid­ed by Fanak Fund are in­vit­ed to read the char­ter be­fore sub­mit­ting their ap­pli­ca­tion. If they are se­lect­ed they must agree with the val­ues pro­mot­ed in this char­ter. ­Fanak Fund de­fends free­dom of ex­pres­sion and free­dom of cre­ation.

We as­sert that Arts and Cul­ture should be at the very heart of lo­cal de­vel­op­ment and the eman­ci­pa­tion of pop­u­la­tions. We as­sert that bio-di­ver­si­ty, cul­tur­al di­ver­si­ty and de­mo­c­ra­t­ic plu­ral­ism are key to hu­man­i­ty’s shared glob­al agen­da.

We con­sid­er that build­ing in­ter­na­tion­al part­ner­ships is es­sen­tial to re­alise such de­vel­op­ment, and there­fore Fanak Fund pro­vides for cir­cu­la­tion and face-to-face meet­ings be­tween in­di­vid­u­als, be­yond phys­i­cal, cul­tur­al and so­cial bound­aries.

In a glob­al con­text where many con­flicts are pro­voked by cul­tur­al di­vides, Fanak Fund con­sid­ers that en­hanc­ing in­ter­cul­tur­al di­a­logue is key to the res­o­lu­tion of these con­flicts. ­Fanak sup­ports rea­soned and mean­ing­ful ini­tia­tives lead by civ­il so­ci­ety that are non-po­lit­i­cal and non-de­nom­i­na­tion­al.

­Fanak con­sid­ers that lo­cal and in­ter­na­tion­al mo­bil­i­ty of artists and cul­tur­al op­er­a­tors is a col­lec­tive process of learn­ing, a shared in­vest­ment and that it con­tributes to sta­bil­i­ty.

He is also co-founder of the Rober­to Cimet­ta Fund, which he chaired from 1999 to 2007, and of the Na­tion­al Cen­ter for Artis­tic Cre­ation in pub­lic space – Lieux Publics. Cur­rent­ly pres­i­dent of the Artis­tic Of­fice of the New Aquitaine Re­gion.

In 2016 he pub­lished Les soli­taires in­tem­pes­tifs “For a pol­i­cy of live per­for­mance”. He is Com­man­der in the Or­der of _Les Arts et Let­tres_. **Sana Tamzi­ni, chair­woman of The Fanak Fund Board, (Tunisia) :** Sana is a Tunisian artist.

Doc­tor in De­sign of cul­tur­al poli­cies in Tunisia. Uni­ver­si­ty re­searcher at the High­er School of De­sign Sci­ence and Tech­nol­o­gy in Tu­nis with ex­ten­sive ex­per­tise in in­ter­na­tion­al cul­tur­al co­op­er­a­tion and cu­rat­ing con­tem­po­rary art ex­hi­bi­tions. She head­ed the Fine Arts sec­tor at the Min­istry of Cul­ture and Her­itage Pro­tec­tion.

She worked as di­rec­tor of the Na­tion­al Cen­ter of Liv­ing Art at Belvédère, Min­istry of Cul­ture (2011-2013). She cam­paigns for the pro­mo­tion of artis­tic ex­pres­sion and free ex­pres­sion and is ac­tive on the Tunisian com­mu­ni­ty scene, no­tably through her pres­i­den­cy of the Fed­er­a­tion of Cul­tur­al As­so­ci­a­tions in Tunisia (FACT).

She grad­u­at­ed from a Mas­ter (DEA) in Fine Arts and Ap­plied Arts Sci­ences from the Uni­ver­si­ty of Paris 1 Pan­théon la Sor­bonne af­ter ob­tain­ing her mas­ter’s de­gree at the Ecole des Beaux-Arts in Tu­nis. She par­tic­i­pat­ed in sci­en­tif­ic re­search in CAD and Vi­su­al Arts be­tween Mon­tre­al, Paris and Tunisia.

**Mercedes GIOV­INAZ­ZO, Trea­sur­er of Fonds Fanak (Italy, Spain):** An Ital­ian con­sul­tant, Mer­cedes Giov­inaz­zo served as an ad­min­is­tra­tor at the Coun­cil of Eu­rope (Fo­rum of Eu­ro­pean Cul­tur­al Net­works, In­ter­re­gion­al Cul­tur­al Co­op­er­a­tion Fund) and was the Gen­er­al Di­rec­tor of the IN­TER­ARTS agency in Barcelona.

**Yashar VALAKJIE, Sec­re­tary of Fonds Fanak (Iran, France):** ­Sound artist, cul­tur­al op­er­a­tor, and in­de­pen­dent re­searcher spe­cial­iz­ing in sound stud­ies. Since 2015, he has worked as an artis­tic ex­pert for var­i­ous artist res­i­den­cy and cul­tur­al mo­bil­i­ty pro­grams. Since 2020, he has been a reg­u­lar con­trib­u­tor to the Sound Stud­ies Lab at the Uni­ver­si­ty of Copen­hagen, Den­mark.

He holds de­grees in Law and Cul­tur­al Man­age­ment from Aix-en-Provence, France, and earned his Na­tion­al High­er Diplo­ma in Vi­su­al Ex­pres­sion from the École Supérieure d’Art d’Aix-en-Provence, France. **­Margeri­ta Pule, mem­ber of The Fanak Funds, (Mal­ta, Ire­land):** Margeri­ta is a cu­ra­tor, re­searcher and cul­tur­al man­ag­er. She holds an MFA from the Uni­ver­si­ty of Mal­ta.

She is found­ing di­rec­tor of Un­fin­ished Art Space, an in­de­pen­dent, no­madic space ex­hibit­ing con­tem­po­rary art in Mal­ta. She is also a found­ing mem­ber of the Magna Żmien Foun­da­tion, which dig­i­tizes ana­log do­mes­tic archives from the 20th cen­tu­ry, form­ing a com­mu­ni­ty of archives ac­ces­si­ble to re­searchers and artists. Margeri­ta also teach­es ca­reer de­vel­op­ment to art stu­dents.

She is also a train­er for the CASE Mal­ta Cre­ative & So­cial En­tre­pre­neur pro­gram, set up by the Mal­ta Arts Coun­cil. She was pre­vi­ous­ly a re­searcher on the Hori­zon 2020 project Act­ing on the Mar­gins Arts as So­cial Sculp­ture (AMASS), which aims to mea­sure the im­pact of so­cial­ly en­gaged artis­tic prac­tices.

**Karine BOU­TON, mem­ber of Fonds Fanak (Lux­em­bourg, France):** ­Trained at CEL­SA, Paris-Sor­bonne, France, Karine fo­cused her re­search on me­di­a­tion in con­tem­po­rary vi­su­al arts be­fore join­ing the Al­liance Française in Van­cou­ver, Cana­da.

In 2010, she joined the Cen­tre Cul­turel de Ren­con­tre Ab­baye de Neimën­ster in Lux­em­bourg, where she man­aged projects link­ing Neimën­ster to in­ter­na­tion­al net­works, be­fore tak­ing re­spon­si­bil­i­ty for the in­sti­tu­tion’s Cul­tur­al Pro­gram­ming and Artist Res­i­den­cies De­part­ment. She is also a board mem­ber of AS­SITEJ Lux­em­bourg, the In­ter­na­tion­al As­so­ci­a­tion of The­atre for Chil­dren and Young Peo­ple.

**­Ta­lal Al-Muhan­na, mem­ber of The Fanak Fund, (Kuwait, USA):** ­Ta­lal is a dancer and has per­formed in nu­mer­ous dance and the­ater pro­duc­tions in­ter­na­tion­al­ly, in­clud­ing with William Forsythe's Bal­lett Frank­furt at the open­ing of TATE Mod­ern in Lon­don in 2000. Since 1999, Ta­lal has pro­duced con­certs, per­for­mances and in­stal­la­tions in­volv­ing dance, the­ater, mu­sic, film and video art.

In Eu­rope, he has or­ga­nized film screen­ings and per­for­mance pro­grams for venues and fes­ti­vals in Ger­many, the Nether­lands, Fin­land and Ire­land. In Kuwait, he has di­rect­ed the­atri­cal pro­duc­tions for the Na­tion­al The­ater at the Sheikh Jaber Al-Ah­mad Cul­tur­al Cen­ter.

He has also di­rect­ed films that have screened at fes­ti­vals such as the Di­rec­tors' Fort­night in Cannes, the Toron­to In­ter­na­tion­al Film Fes­ti­val and the Sara­je­vo Film Fes­ti­val, and won awards in Dubai, Cairo, Carthage, Chica­go, Mon­tre­al and New Or­leans. In 2015, Ta­lal was award­ed a pro­duc­tion grant from the Cen­ter for Asian Amer­i­can Me­dia.

In 2020, the British Coun­cil Kuwait award­ed him a Pro­fes­sion­al Achieve­ment Award for his work in film, tele­vi­sion and the per­form­ing arts. **Fer­di­nand Richard, sec­re­tary of the board of di­rec­tors, exec. su­per­vi­sor of The Fanak Fund, (France) :** Fer­di­nand is a well-known pub­lic speak­er and cul­tur­al op­er­a­tor, founder and di­rec­tor of A.

M. I in Mar­seilles from 1985 to 2017. He was a found­ing mem­ber of la Friche Belle-de-Mai/Mar­seilles in 1992 and was its Deputy-Di­rec­tor for 8 years.

He was also the Pres­i­dent of the Rober­to Cimet­ta Fund from 2009 to 2019 sup­port­ing the mo­bil­i­ty of artists and cul­tur­al op­er­a­tors in Eu­rope, the Arab world and the Mid­dle-East. Since 2017 he is the founder-pres­i­dent of Glob­al Grand Cen­tral, an in­ter­na­tion­al and in­ter­ac­tive dig­i­tal plat­form pre­sent­ing artis­tic works and process­es.

From 2010 to 2015, he was the first head of the pan­el of ex­perts of the In­ter­na­tion­al Fund for Cul­tur­al Di­ver­si­ty of UN­ESCO. Since 2018, he is ex­pert for Mo­bil­i­ty First! , the Asia Eu­rope Foun­da­tion pro­gramme ded­i­cat­ed to artis­tic and cul­tur­al mo­bil­i­ty be­tween Eu­rope and Asia.

From 1996 to 1999 he was the pres­i­dent of The Eu­ro­pean Fo­rum for the Arts and Her­itage (re-named Cul­ture Ac­tion Eu­rope), the largest plat­form of Eu­ro­pean cul­tur­al net­works. He was knight­ed Cheva­lier des Arts et des Let­tres by the French Gov­ern­ment in 2013, and has also led a 20-year ca­reer as a mu­si­cian and pro­duc­er.

**O­mar Be­rak­dar, found­ing mem­ber of The Fanak Fund** O­mar is a Syr­i­an pho­tog­ra­ph­er and me­dia artist as well as the founder of ArthereIs­tan­bul, a wel­com­ing and in­no­v­a­tive art space in Kadiköy, Is­tan­bul. He has a de­gree in sci­ence (ap­plied chem­istry) from Dam­as­cus Uni­ver­si­ty and he stud­ied Me­dia Art His­to­ries in Donau Uni­ver­si­ty - Krems / Aus­tria.

Over the last ten years, he has ini­ti­at­ed a wide range of cul­tur­al events and cu­rat­ed ex­hi­bi­tions in Syr­ia and Turkey. He is tire­less in his ef­forts to sup­port emerg­ing artists. **Ang­ie Cotte, found­ing mem­ber of The Fanak Fund** Ang­ie is a cul­tur­al man­ag­er of co­op­er­a­tion projects and cul­tur­al net­works since the 90s.

She worked for the Eu­ro­créa­tion Agency in Paris, the Eu­ro­pean Pépinières of Cre­ation and the Eu­ro­pean net­work of Elect­ed lead­ers in charge of Cul­ture. From 2009 to the be­gin­ning of 2019 she man­aged the Rober­to Cimet­ta Fund, pro­vid­ing trav­el and con­sol­i­da­tion grants to 950 artists and cul­tur­al op­er­a­tors in Eu­rope, the Arab-speak­ing world and the Mid­dle East.

She took part in the con­cep­tion, de­sign and run­ning of the Fil Man­fa pro­gramme from 2016 on­wards which sup­ports artists in forced-ex­ile in the neigh­bour­hood of con­flict. She was a mem­ber of the Ex­ec­u­tive Com­mit­tee of Cul­ture Ac­tion Eu­rope, the Brus­sels-based ad­vo­ca­cy plat­form for the Arts and Cul­ture in Eu­rope from 2013 to 2017.

She ob­tained her Mas­ter’s De­gree in In­ter­cul­tur­al Re­la­tions at Sor­bonne Uni­ver­si­ty and her Bach­e­lor of Arts De­gree from Gold­smiths Col­lege, Lon­don Uni­ver­si­ty. **­Davinia Galea, found­ing mem­ber of The Fanak Fund** Davinia is the founder of ARC Re­search and Con­sul­tan­cy which ser­vices cre­ation, prac­tice and pro­duc­tion with­in the cre­ative and cul­tur­al sec­tors in Mal­ta.

ARC is the Mal­ta con­tact point for the Eu­ro­pean Fes­ti­vals As­so­ci­a­tion project for Eu­rope for Fes­ti­vals, Fes­ti­vals for Eu­rope (EFFE) and the Mal­tese part­ner for the Medinea net­work set up by the Fes­ti­val d’Aix en Provence. Be­tween 2007 and 2013, she was Ex­ec­u­tive Di­rec­tor of the Mal­ta Coun­cil for Cul­ture and the Arts (MCCA).

She chaired and co-au­thored Mal­ta’s Cul­tur­al Pol­i­cy in 2011 and was re­spon­si­ble for the set­ting up of Mal­ta’s Arts Fund in 2009. She was a mem­ber of the in­ter­min­is­te­r­i­al com­mis­sion that suc­cess­ful­ly ap­plied for Val­let­ta, Eu­ro­pean Cap­i­tal of Cul­ture, 2018, and a mem­ber of the pre­sent­ing pan­el of the Bid.

She has a BA in Mu­sic and His­to­ry of Art from the Uni­ver­si­ty of Mal­ta and an MA in Arts and Cul­tur­al Man­age­ment from Sus­sex Uni­ver­si­ty. **­Damien Helly, found­ing mem­ber of The Fanak Fund** Damien is an ad­vi­sor and pub­lic speak­er, founder of “Cul­ture So­lu­tions” and “dh Cre­ative Part­ner­ships”. He is vis­it­ing pro­fes­sor for the Col­lege of Eu­rope.

He has held var­i­ous po­si­tions in Brus­sels with the British Coun­cil, ECDPM (Eu­ro­pean Cen­tre for De­vel­op­ment Pol­i­cy Man­age­ment), Safer­world, Palmer Rae As­so­ci­ates. He was Di­rec­tor of Re­search at EUISS (Eu­ro­pean Union In­sti­tute for Se­cu­ri­ty Stud­ies) in Paris from 2008 to 2013.

From 2013 to 2014 he was one of the four in­de­pen­dent ex­perts to pro­duce rec­om­men­da­tions to the EU for Prepara­to­ry Ac­tions for strate­gies in in­ter­na­tion­al cul­tur­al re­la­tions. He has a Mas­ter’s de­gree from Sci­ences Po Paris in Eu­ro­pean af­fairs (law, econ­o­my, pol­i­tics) and a PhD in EU for­eign pol­i­cy. **Chay­maa Ramzy, founder of Fonds Fanak** Chay­maa is an in­de­pen­dent cul­tur­al con­sul­tant.

She is cur­rent­ly the Ex­ec­u­tive Di­rec­tor of Shel­ter Art Space in Alexan­dria, Egypt, found­ed in June 2019. From 2009 to 2018, she was Head of Art and Cul­ture Pro­grams at the Anna Lindh Foun­da­tion. Be­tween 2005 and 2008, she served as a fundrais­ing ex­pert for the Arts Cen­ter at the Bib­lio­the­ca Alexan­d­ri­na.

In 2015, she was award­ed an in­ter­na­tion­al fel­low­ship in Arts Man­age­ment at the De­Vos In­sti­tute of Arts Man­age­ment, part of the John F. Kennedy Cen­ter for the Per­form­ing Arts in Wash­ing­ton, D. C.

, and the Uni­ver­si­ty of Mary­land, USA. She co-found­ed the Trans­la­tion for Di­a­logue pro­gram and holds a de­gree in Busi­ness Ad­min­is­tra­tion from Alexan­dria Uni­ver­si­ty. ­Fanak Fund is not a foun­da­tion and does not have as­sets of which the re­turn on in­vest­ment is used to fund trav­el grants.

­Fanak Fund is con­tin­u­ous­ly search­ing for fi­nan­cial part­ner­ships and mo­ti­vat­ing in­vest­ment into this cru­cial need for artis­tic and cul­tur­al mo­bil­i­ty. These part­ner­ships can be es­tab­lished with pub­lic in­sti­tu­tions or pri­vate donors de­vel­op­ing lo­cal, na­tion­al or in­ter­na­tion­al poli­cies and pro­grammes.

Our calls for ap­pli­ca­tion are an­nounced on line to po­ten­tial ben­e­fi­cia­ries via our web­site in Ara­bic, Eng­lish, French and po­ten­tial­ly oth­er lan­guages. Ap­pli­cants can re­spond to each call with­in a giv­en pe­ri­od of time. A pan­el of ex­perts eval­u­ates the ap­pli­ca­tions and pro­vides a mark in line with the cri­te­ria of Fanak Fund.

The Board of Di­rec­tors of Fanak Fund se­lects the fi­nal ben­e­fi­cia­ries based on the ex­perts’ eval­u­a­tions. The ap­pli­cants re­ceive no­ti­fi­ca­tion of the de­ci­sion by an of­fi­cial let­ter sent from the Board mem­bers. The ben­e­fi­cia­ries must buy their trav­el tick­ets and visas in ad­vance.

They are re­im­bursed by Fanak Fund on pre­sen­ta­tion of proof of trav­el, proof of ex­pen­di­ture and a writ­ten re­port de­tail­ing that the aims of their trav­el, as stip­u­lat­ed in their ap­pli­ca­tion, have been met. ### **A gen­er­al fund for mo­bil­i­ty** ­Fanak Fund launch­es a gen­er­al fund for mo­bil­i­ty ded­i­cat­ed to pro­vid­ing trav­el grants to in­di­vid­ual artists and cul­tur­al op­er­a­tors.

The gen­er­al fund sup­ports mo­bil­i­ty which con­tributes to lo­cal cul­tur­al de­vel­op­ment and the eman­ci­pa­tion of pop­u­la­tions. This can be for ex­am­ple, de­vel­op­ing part­ner­ships and co­op­er­a­tion abroad to strength­en lo­cal economies back home (through co-pro­duc­tions or sus­tain­able ex­change pro­grammes) or de­vel­op­ing in­de­pen­dent in­ter-re­gion­al or in­ter-na­tion­al pro­duc­tion net­works.

It can also be through ca­pac­i­ty build­ing (train­ing and res­i­den­cies), shar­ing knowl­edge learnt abroad, de­vel­op­ing one’s net­work of con­tacts through phys­i­cal pres­ence in events. ­Fanak Fund will de­vel­op spe­cif­ic re­gion­al sub-pro­grammes of the gen­er­al fund, in the frame­work of spe­cif­ic fi­nan­cial part­ner­ships which tar­get spe­cif­ic ge­o­graph­i­cal ar­eas or artis­tic prac­tices.

### **­Con­sol­i­da­tion Pro­gramme - Zode­h** ­Zodeh is a pro­gramme which has been de­vel­oped to re­spond to the con­se­quences of a ben­e­fi­cial mo­bil­i­ty ex­pe­ri­ence by strength­en­ing the ca­pac­i­ties of artis­tic teams in the Mid­dle East and Arab-speak­ing world to con­sol­i­date their ac­tiv­i­ties and or­gan­i­sa­tions. Fanak Fund will only sup­port artis­tic teams whose an­nu­al bud­get is 20 000€ per year or less.

The Zodeh pro­gramme does not di­rect­ly sup­port artis­tic cre­ation or pro­duc­tion. It pro­vides funds to con­sol­i­date, strength­en or ren­o­vate work­ing tools such as equip­ment, a space, of­fices and re­spond­ing to spe­cif­ic needs in terms of hu­man re­sources.

­By con­sol­i­dat­ing artis­tic teams and small or­gan­i­sa­tions in the Mid­dle East and Arab-speak­ing world, we aim to sus­tain their cul­tur­al and artis­tic ini­tia­tives and im­pact. The fi­nan­cial sup­port pro­vid­ed is for a max­i­mum of 4000€ per or­ga­ni­za­tion and en­cour­ages co-fund­ing mod­els based on own in­come or oth­er do­na­tions.

### **­Sol­i­dar­i­ty Pro­gramme - Ana Houna** The Ana Houna pro­gramme is a spe­cif­ic ini­tia­tive ded­i­cat­ed to artists in ex­ile near the con­flict zones. Fanak Fund sup­ports three lo­cal host or­gan­i­sa­tions in Turkey, Iraqi Kur­dis­tan and Lebanon which host artists in ex­ile fol­low­ing con­flicts in the re­gion.

Each or­gan­i­sa­tion re­sponds to needs in dif­fer­ent ways, pro­vid­ing tai­lor-made re­spons­es to each in­di­vid­ual de­pend­ing on the speci­fici­ties of each lo­cal or re­gion­al con­text. In gen­er­al, Ana Houna con­tributes to pro­vid­ing artists with new pro­fes­sion­al ac­tiv­i­ties and re­con­nect­ing them with their pro­fes­sion­al cir­cuits.

Ana Houna is a tem­po­rary pro­gramme, re­spond­ing to needs emerg­ing from cur­rent con­flicts. ### **­Work in pro­gress** ­Fanak Fund is cur­rent­ly search­ing for fund­ing part­ners to launch three new mo­bil­i­ty pro­grammes: The first one is ded­i­cat­ed to crafts­men and women from the same ge­o­graph­i­cal zones as the artists and cul­tur­al op­er­a­tors we sup­port.

In­deed, even more so than in Eu­rope, these re­gions are char­ac­ter­ized by crossovers be­tween artists and crafts­peo­ple. It would be un­just and non-pro­duc­tive to sup­port the mo­bil­i­ty of one and not the oth­er.

The sec­ond pro­gramme is to de­vel­op «far-reach­ing» trav­el in or­der to gen­er­ate knowl­edge and new mar­kets for artis­tic and cul­tur­al pro­duc­tion be­tween the Euro-Arab-speak­ing-Mid­dle-East re­gion and far-off re­gions out­side of our im­me­di­ate zone, and which would be de­fined by the artists and cul­tur­al op­er­a­tors who ap­ply, in re­la­tion to their spe­cif­ic projects.

Spe­cif­ic pro­grammes in col­lab­o­ra­tion with in­sti­tu­tion­al part­ners such as town coun­cils and rur­al de­vel­op­ment agen­cies could be set up and pool funds from re­lat­ed phil­an­thropists or in­vestors.

For ex­am­ple, Fanak Fund has a part­ner­ship with the Town of Mar­tigues (near Mar­seille) to fund a dozen artists from the Arab-speak­ing and Mid­dle-East­ern coun­tries in or­der to trav­el to Mar­tigues to run works for school chil­dren and pro­duce work that will be part of the Sum­mer Fes­ti­val of this Town.

­Fi­nal­ly, Fanak Fund would like to de­vel­op a cul­tur­al bank which would be an es­sen­tial tool com­ple­ment­ing the sup­port to mo­bil­i­ty and to lo­cal cul­tur­al and artis­tic de­vel­op­ment. A part­ner­ship on mi­cro-fund­ing is cur­rent­ly in progress.

#### Mo­bil­i­ties Metis - 2023 Launched in 2021 with the sup­port of the French Agency for De­vel­op­ment (AFD), the Metis Fund sup­ports artis­tic ini­tia­tives which strength­en, in an in­no­v­a­tive way, the im­pact of de­vel­op­ment poli­cies. These ini­tia­tives take place in a lo­cal con­text with lo­cal pop­u­la­tions and are doc­u­ment­ed in or­der to res­onate on a world scale.

After two years of ex­per­i­men­ta­tion and im­ple­men­ta­tion of over 20 projects, the Metis Fund is launch­ing in 2023 a pro­gramme en­ti­tled «Metis Mo­bil­i­ties» in part­ner­ship with Fanak Fund. The pro­gramme aims to en­cour­age en­coun­ters be­tween artists of the Metis pro­gramme, in the sup­port­ed lo­cal­i­ties of this pro­gramme.

This will en­cour­age ex­changes and knowl­edge shar­ing be­tween artists to ben­e­fit their ca­reers and their pro­duc­tions in the long term, which is in line with the spir­it and the im­pacts an­tic­i­pat­ed with­in the frame­work of Metis Fund.

#### Sam­bouk Fund - 2020 - 2023 In­ter­na­tion­al mo­bil­i­ty of teach­ing artists for young peo­ple The Sam­bouk project is set up as part of a part­ner­ship be­tween the City of Mar­tigues, the Fanak Fund and the As­so­ci­a­tion for the An­i­ma­tion of So­cial Cen­ters and Neigh­bor­hood Cen­ters in Mar­tigues. The call for ap­pli­ca­tions is launched by the Fanak Fund to its net­work.

The se­lect­ed artists are wel­comed in Mar­tigues and meet the in­hab­i­tants of all the dis­tricts of the city with­in the frame­work of the Sum­mer Fes­ti­val "les Fadas du Monde" in a friend­ly spir­it, in a tra­di­tion of Hos­pi­tal­i­ty which char­ac­teris­es Mar­tigues.

A day of pub­lic dis­play in the form of a large par­tic­i­pa­to­ry par­ty is or­ga­nized al­low­ing the in­hab­i­tants of Mar­tigues and the sur­round­ing area - young and old - to meet the artists.

It also al­lows elect­ed of­fi­cials from medi­um-sized French towns to dis­cuss the im­ple­men­ta­tion set up a sim­i­lar project in their mu­nic­i­pal­i­ties, in or­der to cre­ate an in­ter­na­tion­al net­work of teach­ing artists at the ser­vice of youth.

#### ­Fund in part­ner­ship with doc­u­men­ta fif­teen - 2022 The Fanak Fund is proud to be a Fun­der of doc­u­men­ta fif­teen, renowned con­tem­po­rary art ex­hi­bi­tion which will take place in Kas­sel, Ger­many from June to Sep­tem­ber 2022.

Dur­ing the month of May 2022, BJCEM and Fanak Fund launched a call for ap­pli­ca­tions in the frame­work of _A Nat­ur­al Oa­sis?

,_ a two years **no­madic free school** ded­i­cat­ed to the de­vel­op­ment of new **cu­ra­to­r­i­al re­search path­s** in the field of con­tem­po­rary vi­su­al and per­form­ing arts, con­ceived and de­signed by **A­lessan­dro Cas­tiglion­i** and **Si­mone Frangi**, who have been serv­ing as di­rec­tors and sci­en­tif­ic co­or­di­na­tors of the project since its first edi­tion in 2013.

The pro­gramme in­vites cu­ra­tors, writ­ers and artis­tic re­searchers un­der 35 years of age **from Lebanon, Sar­dinia, France, Cyprus, Al­ba­nia, Nor­way** to make a team of six fel­lows**. **Each fel­low is sup­port­ed by a **­grant**­cov­er­ing re­search trav­els, board and lodg­ing in 2022 and 2023.

Fanak Fund pro­vid­ed a trav­el grant to the Lebanese cu­ra­tor se­lect­ed in the frame­work of this call, Marie-Nour Hechaime, who will trav­el around the Mediter­ranean be­tween 2022 and 2023 to pre­pare her cu­ra­to­r­i­al prac­tice in view of the forth­com­ing Bi­en­ni­al.

The pur­pose of this pro­gramme is to build a **­transna­tion­al artis­tic re­search plat­for­m** which will crit­i­cal­ly ques­tion ter­ri­to­r­i­al mar­gin­al­i­ty and in­su­lar­i­ty in South­ern Eu­rope and the Mediter­ranean with­in a geopo­lit­i­cal con­text of ex­clu­sion and vam­p­i­riza­tion of pe­riph­eries. _A Nat­ur­al Oa­sis?

_ will de­vel­op cu­ra­to­r­i­al prac­tice, con­ver­sa­tion­al re­search and sus­tain­able mo­bil­i­ty ex­pe­ri­ences around the **e­col­o­gy of flux­es**, bring­ing in process­es of de­con­struc­tion and con­text-aware­ness of phe­nom­e­na linked to ar­ti­facts, rhetoric, eco­log­i­cal and so­cial di­vides, pro­vid­ing an­a­lyt­i­cal mat­ter from the field.

Based on these find­ings, no­tions of pe­riph­ery and cen­tres will be­come clear­er in re­la­tion to cul­tur­al and artis­tic ecosys­tems. Each ben­e­fi­cia­ry of a trav­el grant must sub­scribe to the eth­i­cal char­ter of Fanak Fund. ­Fanak will only use per­son­al data men­tioned in the ap­pli­ca­tion forms for the eval­u­a­tion and se­lec­tion process and for no oth­er pur­pose.

How to make an application **1. **First of all you must make sure that you are el­i­gi­ble by read­ing the in­for­ma­tion on the el­i­gi­bil­i­ty cri­te­ria very care­ful­ly. **3.

Please do not write emails to the of­fice dur­ing the calls. **4. **Please fill in the form very care­ful­ly ei­ther in French, Eng­lish or Ara­bic.

Be con­cise and clear to max­imise your chances of suc­cess. Re­mem­ber that Fanak Fund only re­im­burs­es re­turn trav­el costs and visa/in­sur­ance costs ac­cord­ing to the amount spent on your proof of ex­pen­di­ture and in all case the re­im­burse­ment will not be more than the amount you re­quest­ed on your ap­pli­ca­tion form. The es­ti­ma­tion of your tick­et cost must be plau­si­ble. The Board of Di­rec­tors has 2 weeks to ap­prove the se­lec­tion and then the of­fice in­forms the ap­pli­cants by email on the de­ci­sion and the amount grant­ed.

If the de­ci­sion is neg­a­tive then ap­pli­cants will be in­formed of rea­sons for re­fusal. If you are suc­cess­ful you must sub­scribe to the Eth­i­cal Char­ter of Fanak and down­load the Fanak Fund logo from the web­site and use it on your com­mu­ni­ca­tion doc­u­ments/ma­te­r­i­al. Y­ou will be asked to make an on­line re­port of your trav­el ex­pe­ri­ence.

Please make sure that you re­spond to all the ques­tions. The in­for­ma­tion you pro­vide helps us to build up ev­i­dence that can fur­ther de­vel­op mo­bil­i­ty schemes.

Y­ou will re­ceive the re­im­burse­ment of your in­ter­na­tion­al trav­el/visa/in­sur­ance costs once the of­fice has re­ceived the fol­low­ing doc­u­ments: - The scanned copy of your used trav­el tick­ets and/or in­voice in­di­cat­ing your name, dates of trav­el, place of de­par­ture and des­ti­na­tion, price.

The grant can­not be giv­en to some­one else if you are not able to trav­el - An on­line re­port of your trip - Bank de­tails to make the trans­fer (IBAN and SWIFT). The grant may be trans­ferred to some­one else’s ac­count. In that case, we re­quire a let­ter of au­tho­riza­tion from the grantee.

If you do not send these doc­u­ments with­in two months of your re­turn your grant will be can­celled. If you would like to ap­ply for a Fanak Fund trav­el grant you must re­spect the fol­low­ing cri­te­ria. 1) You must make an in­di­vid­ual re­quest, writ­ten and sent by your­self.

Re­quests sent by an or­gan­i­sa­tion will not be ac­cept­ed. Trav­el grants are al­lo­cat­ed to in­di­vid­u­als trav­el­ing alone or with­in a col­lec­tive. 2)Na­tion­al­i­ty is not an el­i­gi­bil­i­ty cri­te­ri­on but the can­di­date must be liv­ing and work­ing in the Euro-Arab-Mid­dle East ge­o­graph­i­cal zone.

3) There is no age lim­it. 4) The can­di­date is un­able to find fund­ing for his or her trav­el. 5) Fanak Fund will ex­am­ine spe­cial cas­es (ad­di­tion­al cost for ac­com­pa­ny­ing per­son…).

In this case please con­tact the Fund by email. 6) Ap­pli­cants must be artists(per­former, cre­ator, teacher) or op­er­a­tors work­ing in the cul­tur­al sec­tor (or­gan­is­er, ad­min­is­tra­tor, project man­ag­er). 7) The trip must take place AF­TER the open­ing date of the call.

Bear in mind, that if you trav­el be­fore the se­lec­tion date (which is gen­er­al­ly two months af­ter the end of the call), you will not yet know if your grant is al­lo­cat­ed or not when you buy your tick­et. We ad­vise you to plan trav­el three to six months in ad­vance if pos­si­ble. 8) The aim of the can­di­date’s trip must be one of the fol­low­ing: * ­Take part in a res­i­den­cy.
