Farm and Ranch Solid Waste Cleanup and Abatement Grant Program FR92 is sponsored by Department of Resources Recycling and Recovery. The Farm & Ranch Solid Waste Clean Up & Abatement Grant program provides funding for cleaning up and preventing illegal dumping on agricultural properties (CCR, Section 17991(d)). Each fiscal year has four application cycles, with the fourth serving as the pilot cycle.
Cycle 92 (FR92) is the second cycle. CalRecycle administers the program per Section 48100 of the Public Resources Code. The project sites eligible for the grant must be located on 'farm and ranch' property, encompassing both private and public land, where the owner is not held responsible for the illegal disposal.
The definition of 'farm and ranch' property can be found in the Eligible Geographies section below. Grantees are given approximately two years to complete the project(s). The sites should be fully remediated (cleaned up) using grant funds, or a combination of grant funds and in-kind contributions in terms of funds or services.
The funding covers various costs, including Administrative, Recycling/Disposal (tires), Equipment, Material, and Personnel expenses. If necessary, measures for abatement and prevention, such as site security and public education/outreach efforts, should also be addressed. The program encourages innovative approaches.

The application typically includes several items for each project/site, such as Budget, Land Use/Zoning Designation, photos, Property Affidavit, Site Characterization, map, Work Plan, and Resolution.
The Resolution is carried out through the governing body of the applicant (additional information is available). It is possible to include multiple projects/sites within a single application.

FY 2025-26 Farm and Ranch Solid Waste Cleanup and Abatement Grant Program (FR87-90) - CalRecycle Home Page Notice of Funds Available: Farm and Ranch Solid Waste Cleanup and Abatement Grant (FY 2025-26) The Department of Resources Recycling and Recovery (CalRecycle) administers a program to provide opportunities for the cleanup of illegal disposal sites on farm and ranch property.
Farm and Ranch property, as defined in California Code of Regulations, section 17991(d), means a piece of property, publicly or privately owned, that is used for rangeland or agricultural activities such as, but not limited to commercial livestock and crop production, horticulture, aquaculture, silviculture, floriculture, vermiculture and viticulture.
Farm or ranch property need not have active sales or production, but shall be appropriately zoned, or otherwise authorized for agricultural activities. Farm or ranch property includes appurtenant easements or right-of-ways such as, but not limited to, public roads and utilities.
Applicants in the fourth cycle may choose to apply under the pilot project (Pilot) if they need additional time to submit documents identified in the Application Guidelines. The Pilot will allow an applicant to apply for funds for existing illegal disposal sites with only a resolution and an estimate of expenses submitted by the application due date.
After grant award, the grantee will then complete and submit the remaining application forms to GMS to make the application complete. Grantees must submit the remaining forms before cleanup costs are incurred. Note: “FR” followed by a number is the cycle code for the Farm and Ranch Solid Waste Cleanup and Abatement Grant Program.

The site is used, has been used, or could be used for agricultural/rangeland activities (reference property definition for examples). The intended future use of the site is consistent with the Property definition above.
Neither the applicant, nor the property owner, nor any resident, invitee, licensee, lessee, or person the current property owner purchased or inherited from, by contract, agreement, or other arrangement, brought any of the subject solid waste onto the property. The aforementioned parties did not direct, authorize, permit or otherwise provide consent to another to bring the solid waste onto the property.
Moreover, “unauthorized” disposal of solid waste and/or waste tires has occurred. The responsible party either cannot be identified, located, or pay for timely and proper remediation. The site is or was (for sites previously remediated), an illegal disposal site (i.e., not permitted and not exempt from obtaining a solid waste facility permit and is not a closed site as defined in Title 27 CCR Section 20164).
The site is in need of cleanup in order to abate a nuisance or public health and safety threat and/or a threat to the environment. $1,000,000 available for fiscal year (FY) 2025-26 Up to $200,000 per grant award, with a maximum of $50,000 per site or cleanup project. Please note that funding is contingent upon and subject to the availability of funds appropriated for this grant.

Tire-Derived Aggregate Grant Program is sponsored by Department of Resources Recycling and Recovery. The Tire-Derived Aggregate (TDA) Grant Program (Program) provides assistance to local governments to solve a variety of engineering challenges, using tire derived aggregate from shredded tires as an alternative to conventional lightweight aggregates in civil engineering projects and assists in diverting waste tires from landfill disposal, prevent illegal tire dumping, and promote markets for recycled-content tire products. Tire-Derived Aggregate (TDA) is made from shredded tires as an alternative to conventional lightweight aggregates that is: Lightweight Free-draining Less expensive Eligible Applicants Include: -All California local government entities, including cities, counties, and cities and counties. -Special districts, including transportation districts. -Joint Powers Authorities in which all JPA members are also eligible applicants. -Public school districts. -All California state agencies, including offices, departments, bureaus, and boards. -University of California, California State University, and California Community Colleges. -Private, for-profit entities. Defined as a business intended to operate at a profit and return a profit to its owner(s). The business must be California-based, or if in another state, must have an operational presence in California: see Application Guidelines and Instructions for complete details and restrictions. -Non-profit organizations, except private elementary or secondary schools, registered with the federal government under section 501(c)(3), (c)(4), (c)(6), or (c)(10) of the Internal Revenue Code. -Qualifying Tribal Entities. Illegal Disposal Site Abatement Grant Program is sponsored by Department of Resources Recycling and Recovery. This program provides financial assistance in the form of reimbursement grants up to $500,000 to help public entities accelerate the pace of cleanup, restore sites, and turn today’s problems into tomorrow’s opportunities. Widespread illegal dumping of solid waste adversely impacts Californians in many ways. Properties on which illegal dumping occurs lose economic value; create public health and safety and environmental problems; and degrade the enjoyment and pride in the affected communities. Abandoned, idled, or underutilized properties due to unauthorized dumping impact what were once the sources of economic benefits to a community. Many such properties have been abandoned or have owners who are unable or unwilling to pay the costs of cleanup.
Recycled Glass Processing Incentive Grant Program (FY 2026-27) is sponsored by Department of Resources Recycling and Recovery. The fundamental goal of the Program is to stimulate an increase of furnace-ready glass cullet in the making of new glass beverage containers within the State of California. Eligible Projects Include: This grant is for projects that demonstrate the ability to expand furnace-ready glass cullet processing in the State of California. Projects must be located in California. Applicants will be required to identify the location and provide location documentation within the application. The applicant must match the amount of any grant received from the grant program in an amount equal to or greater than the grant amount. Other funding received from CalRecycle is not eligible to be used as match for this grant program. Within 12 months of receiving a grant from CalRecycle the entity receiving the grant shall demonstrate to CalRecycle the amount of additional glass cullet processed as a result of utilization of the grant funds. Eligible Applicants Include: All eligible applicants must be a current certified beneficiating processor within the State of California and one of the following: • Private for-profit entities. For purposes of this program, a "private, for-profit entity" is defined as a business intended to operate at a profit and return a profit to its owners. Private entities must be authorized to conduct business in the State of California, by either being registered with the California Secretary of State as a business located in California, being registered as a foreign (out–of–state or out–of–country) business or processing a business license issued by a California city, county, or city and county. The business must be qualified to do business in California and be in good standing with all applicable California state agencies, including, but not limited to, the Secretary of State and the Franchise Tax Board. Any and all subsidiaries, divisions or affiliated businesses are considered part of the primary business entity for the purpose of applying for and receiving a grant award under the program. A business is considered an "affiliated business" if it has at least one owner with a forty (40) percent or greater interest in another applicant business. • Non-profit entities (except private schools) registered with the federal government under 501(c)3, (c)4, (c)6 or (c)10 of the internal revenue code. The applicant must match the amount of any grant received from the grant program in an amount equal to or greater than the grant amount. Other funding received from CalRecycle is not eligible to be used as match for this grant program.
